Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement does not constitute the only solicitation; p roposals are being requested and a written solicitation (W912L2-05-T-0011 - RFP) has been created using the PD2 Contracting system. Due to environmental concerns, only Contractors who can properly dispose of Lead Paint, once it is stripped from equipment, will be considered. All contractors must pre-qualify before a copy of the soliciation will be presented to them for review. To pre-qualify, all valid copies of permits, licenses, and certificates for proper disposal of Lead Paint must be forwarded to th e 161 Base Contracting Office via fax (602) 302-9122 attn:TSgt Emily Guchereau or via email at emily.guchereau@azphoe.ang.af.mil. Reserved for small business concerns, NAICS code 811310, SIC 1799 and/or 8900, small business size 500 employees. FOB Destina tion. The Government will award a firm-fixed price contract, resulting from this solicitation, to the responsible offeror, whose offer conforming to the solicitation will be the Best Value to the Government. The Best Value is the most advantageous offer, price and other factors considered, and consistent with the Governments stated importance of evaluation criteria. The following factors shall be used to evaluate offers: (1) Contractor must possess the proper Permits, Licenses, and Certificates for prope r disposition of Lead Paint removed from Aerospace Ground Equipment (AGE), (2) Price and (3) Past Performance. Therefore all proposals must include the applicable EPA ID Number used for hazardous waste at a licensed disposal center. The government inten ds to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial quote should contain the offerors best terms from a cost or price standpoint. Do not assume yo u will have the opportunity to clarify, discuss or revise your offer. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Request for such information does not constitute di scussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. FAR 52.212-3 (Alt 1), Offerors Representations and Certifications, Commercial Items and 252.212-7000, Offer Representatio ns and Certifications-Commercial Items must be completed and attached as a part of the Contractors proposal. All information relating to this solicitation, including bid schedule, special notes, changes/amendments, questions and answers will be forwarde d to all interested contractors by the 161 Air Refueling Wing, Base Contracting Office, (602) 302-9225. Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted in writing or via e-mail to t he address below.All answers (on a non-attribution basis) will be forwarded to all pre-qualified contractors. Offerors are requested to submit questions to the email address noted below not later than 9:00 A.M. Mountain Standard Time (local), Wednesday, 1 5 June 2005. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). Quotes will be due to the 161 MSC, 3200 East Old Tower Road Bldg 15, Room 14, Phoenix ANG Base, Phoenix, AZ 85034-7263, by Monday, 30 June 2005, 2:00 P.M. Mountain Standard Time (local).
