- NASA/ARC plans to issue a Request for Proposal for Phase I of Life Safety/Egress Improvements. This construction project is to retrofit seven existing buildings (N202A,N211,N213,N230,N234,N236,& N241)for life safety and egress improvements. The main scope of the work is in the areas of enclosing existing stairwells and upgrading exit egresses to be fire-rated. The major challenge will be to accommodate occupants' normal daily functions during all construction activities. Contractor would be required to follow government-approved schedule closely. Noisy activities such as drilling and cutting using power tools have to be performed away from normal working hours. Lead paint and asbestos are expected to be present. The project is separated into a base scope and few minor options, of which the government may choose to exercise any or none as occupancy condition and/or funding permits. The order of magnitude for the procurement is between $500,000-$1,000,000 and the effort shall be completed within 360 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 236220 and 28.5, respectively. The anticipated release date of the RFP is on or about June 13, 2005 with an anticipated offer closing date of on or about July 19, 2005. The firm date for receipt of bids or proposals will be stated in the RFP. Drawings and Specification will only be available on CD-ROM. All request for copies shall be made by email to Ameka.A.Chapman@nasa.gov. The solicitation and any documents related to this procurement (with the exception of teh specifications and drawings) will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accressed using a WWW browser application. All responsible sources may submit a proposal which shall be considered by the agency. The Government will make award based upon a best value analysis with price and technical evaluation factors as stated in the solicitation. An ombudsman has been appointed -- See NASA Specific Note "B". FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995)(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
