Description
NASA/LaRC plans to issue a Draft Request for Proposal (DRFP) for Construction of a Liquid Nitrogen Supply System for the National Transonic Facility (NTF). The supply system shall be of the air separation type with a nitrogen liquefier, providing only liquid nitrogen via a pipeline at a purity level defined by MIL-PRF-27401D as Type II, Grade B. The plant shall be located on NASA Langley Research Center Government property, Hampton, VA, using Government provided power, and operated by Government designated personnel. The plant capacity shall be a minimum of 300 Tons per day, using new equipment. The design life and efficiency of the plant shall be equivalent to a state-of-the-art merchant plant, and shall incorporate automation and configuration for minimum operating personnel. This requirement will consist of a base period of performance and one option period. The base period of performance will be approximately 480 calendar days from Notice to Proceed and will be for (1) Plant Engineering and Design, complete engineering and design, labor and resources to develop the Liquid Nitrogen plant drawings, equipment specifications, and supporting analyses; and, (2) Plant Equipment, consisting of procuring and manufacturing equipment, factory testing, shipping, customs, and off-loading at the site. The Option 1 period of performance, if exercised in May 2006, will be approximately 515 calendar days from the day the option is exercised and will be for (1) Site Modification and Preparation, including renovations of NASA Langley Building 1241 as required by your design; (2) On-Site Construction, including mobilization, site construction labor and materials required to install and connect the plant equipment; (3) Commissioning and Start-up, including labor, materials, and replacement parts required to start-up all equipment, perform subsystem tests, perform performance guarantee tests, and transfer an operating plant to the Government; (4) Training, including labor and materials to train operators in all modes of operation and routine maintenance of the plant; and, (5) Documentation related to the Liquid Nitrogen Supply System and its components. The order of magnitude for the procurement is over $10,000,000 and the base and option period shall be completed within approximately 650 calendar days after notice to proceed of the base requirement. This procurement is part of the Small Business Competitiveness Demonstration Program. This is a full and open competition and IS NOT a small business set-aside. The NAICS Code and small business size standard for this procurement are 236210 and $28.5M, respectively. The anticipated release date of the DRFP is on or about June 20, 2005. The purpose of the DRFP is to solicit industry comments and questions on the subject requirement prior to issuance of the final RFP. Questions/comments are strongly encouraged from potential offerors on all aspects of the DRFP, including requirements, schedules, proposal instructions, and evaluation approach. The industry input to the draft RFP will be considered in formulating the final RFP. Potential offerors are requested to identify unnecessary or inefficient requirements. The DRFP will be issued pursuant to NASA FAR Supplement 1815.201. The Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of this DRFP or to pay for any information received regarding this DRFP. The anticipated release date of the RFP is on or about July 15, 2005 with an anticipated offer closing date of on or about August 26, 2005. The firm date for receipt of proposals will be stated in the RFP. Drawings will be available by following the instructions in the RFP, Section L, Paragraph entitled "Request for Non-electronic Documents." All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
