- The Government intends to negotiate on a sole source basis with GlobalSim, 12159 South Business Park Drive, Suite 100, Salt Lake City, UT 84020 for upgrades to ten (10) MasterLift (ML) 2000 SP/MG Crane Training Systems (simulators) as required by the Commander, Naval Reserve Force, 4400 Dauphine Street, Code N00F12, New Orleans, LA for the Naval Expeditionary Logistics Support Force (NAVELSF) personnel. The upgrades will improve situational awareness, judgment, and load management in the operation of a ship pedestal crane and dock gantry container crane under various load and environmental conditions, and provide for the inclusion of a new KALMAR Rough Terrain Cargo Handling (RTCH) module. The upgraded crane simulators manufactured and provided by GlobalSim are the only simulators that will meet the government?s minimum requirements for training on cargo handling operations in a graded assessment. Further, GlobalSim retains exclusive rights to the software utilized ! for the existing ML2000?s and they possess the proprietary data, knowledge and experience to complete the required upgrade. This requirement will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items. The period of performance for the resultant contract will be 180 days after award. The North American Industry Classification System (NAICS) code is 333319, Other Commercial and Service Industry Machinery Manufacturing. The contract resulting from this solicitation will be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http: www.fedbizopps.gov as this office no longer issues hard-copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Numbered Note 22 applies.
