Description
This acquisition is a fixed priced, design build, best value procurement to Construct a 60,600 square foot, one-story controlled humidity warehouse with an attached administration area. The Structure shall be a concrete frame with pre-cast concrete exterior wall panels, reinforced concrete floor, and reinforced concrete roof. The project includes electric, water, communications, and gas utilities. Entire warehouse shall be equipped with a fire protection system. The administrative area shall have heating, ventilating, and air conditioning systems. Force protection measures shall be incorporated into the structure and site. There will also be two options for additional storage areas of 7,200 square feet each. Major source selection evaluation cri teria will include Technical and Price proposals with price being slightly less important than Technical. The Technical evaluation criteria are - listed in descending order of importance - Prime and Sub Contractor Relevant Experience in Controlled Humidit y and HVAC Systems, Prime and Sub Contractor Past Performance, Project Key Personnel, Project Management Plan to include Quality Control, Contract Closeout and Small Business Utilization Plans. The detailed evaluation criteria will be included in the Requ est for Proposal RFP package. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and offers the greatest value to the Government. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; or award the contract to other than the lowest price. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS. The NAICS Code for this project is 236210 with a small bus iness size standard of $28.5 million. The issue date for the RFP is on or about 9 June 2005 with proposals due by close of business on or about 12 July 2005. The RFP Number W912BU-05-R-0023 will be available on the Internet Web pages at https://ebs.nap. usace.army.mil on or after the issue date of the RFP. Contractors are required to download the RFP (including drawings) and all Amendments. Hard copies will not be available. No written or fax requests will be accepted. The official media of distribut ion for the RFP is the Internet Web Page. It is the contractors responsibility to monitor the web page for any amendments. Interested contractors must register on the Internet Web page. If any of the contractors information changes during the adverti sement period, contractors are responsible to make changes to their user profile on the Internet Web Page. Failure to make changes in their user profile may cause for delay in receiving notification of the RFP and Amendments. Liquidated Damages will be s pecified. Davis Bacon Rates will be applicable and Bonding and Insurance are required. Affirmative Action to ensure equal opportunity is applicable to the resulting contract.
