- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This is a 100% Total Small Business Set-Aside; all responsible sources may submit a quote. The applicable North American Industry Classification System Code (NAICS) is 611620 and the size standard is $6 million. The Government intends to issue a pre-priced blanket purchase agreement (BPA) for Fitness & Sports Center Intramural Sports activities and Youth Center Sports activities at McGuire AFB, NJ. Officiating shall be in accordance with rules and local bylaws as established by the Fitness & Sports Center staff and Youth Center staff. Delivery will be made to McGuire AFB, New Jersey on an as needed basis indefinitely. Method of payment will be Government Purchase Card. The provision at 52.212-2, Evaluation of Commercial Items, is completed as follows: Award will be made to the offeror whose offer conforms to the solicitation requirements and provides the lowest total price. All responsible sources may submit a quote, which will be considered by the agency. All prospective offerors interested in submitting a quote on this solicitation must have a Commercial Government Entity Code (CAGE Code). All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number, register in ORCA, and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered at the time of award. One of the following paragraphs will apply: (a) Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database (see FAR 4.1102). or (b) Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to ORCA . Note: A search in ORCA will be accomplished to ensure compliance. If a copy of the provisions are needed, they can be found on http://farsite.hill.af.mil.If you have any questions please contact Lorraine Carruba, Contracting Specialist, at (609) 754-3617, or email at lorraine.carruba@mcguire.af.mil Specific Tasks The contractor shall provide officials, score keepers and/or timers for Fitness & Sports Center Intramural Sports activities and Youth Center Sports activities at McGuire AFB, NJ. The contractor shall officiate all games in accordance with rules and local bylaws as established by the Fitness & Sports Center staff and Youth Center staff. The Contractor?s Project Manager and the Contract Monitor (CM) will maintain daily contact in order to coordinate the assigning of officials in accordance with the requirements herein. The CM shall inform the Contractor?s Project Manager of any schedule changes no later than 2 hours prior to the start of the scheduled contest. In the event the Contractor?s Project Manager is not at his designated telephone number, he/she shall call the CM each day prior to 3:30PM. The Contractor shall provide the Contracting Officer, at the time of award, a roster of sports officials registered with his/her organization. The list will include first name, last name and middle initial. The list shall be updated when any changes occur or upon request of the Contracting Officer. The Contractor will be paid for an assigned game that results in forfeiture, cancellation, or postponement if the following occurs: -In the event that a series of scheduled contests (more than one game right after another) are canceled due to weather, unplayable field conditions, or faulty lighting, officials shall be paid for the first game that begins that series and no other. Officials will officiate contests as scheduled and enforce playing rules and regulations as specified by the sanctioned authority and local rules and bylaws that govern a particular sport. Officials will receive instructions and assignments from a designated Project Manager. In the event of a protest, player ejection or any other disruptive event, the Contractor shall submit a written statement signed by the assigned official to the Contract Monitor within 1 work day of said incident, and if deemed necessary, will attend a meeting with the CM and other involved persons to resolve the problem. Report to assigned contest no later than 15 minutes before playing time. Instruct coaches and team captains about ground rules and procedures prior to start of the game. Instruct score keepers, timers, and game assistants in their duties prior to start of game. Inspect all playing surfaces, fields, facilities and equipment to ensure safe conditions. When assigned a sport which involves playing an outdoor court or field, the officials are responsible for obtaining a key and any other equipment necessary for that outdoor sport from the Sport and Fitness Center. The officials are responsible for turning lights on, off and securing the switch box and returning equipment upon completion of the last game of the night to the Fitness & Sports Center, All officials will be sanctioned and/or be certified members of a recognized officials association pertaining to the sport being officiated , i.e., American Softball Assoc., Little League, FIFA, etc. Proof of membership or registration with the association shall be carried on one?s person at all times and be available upon request by the CM. The government shall provide the following services: -playing area will be determined and prepared for games -scorebooks, boards/clocks will be provided in all sports where it/they is/are necessary. -game balls will be provided to officials prior to game time. Except for those items mentioned above, the contractor shall furnish everything required to perform this Statement of Work. Officials will have all equipment required for each sport, ie. Stopwatch, whistle, marker, etc.. The Contractor is required to provide uniforms for his/her personnel to comply with specific rules of each sport.
