- This is a notice of an intended sole source award to Dr. Richard Paur. The Army Research Office (ARO) intends to award a purchase order, pursuant to FAR Part 13, for part-time, non-personal, technical/scientific assistance in managing/monitoring con tracts and projects in support of approximately $10M of on-going DARPA funded power source related contracts. Dr. Paur is the only known responsible source that can meet the agency requirements without duplication of time and money for another person to o ffer similar services that would meet these requirements. Dr. Paur is geographically located near the ARO which is an agency requirement. The requirement is for an individual to carry out a wide range of tasks to assist the Director of the Life Sciences, Chemical Sciences and Physics Directorate of the ARO. Tasks will include planning, organizing, coordinating, executing, assessing and promoting DARPA sponsored projects (including but not limited to the existing Palm Power program, Exoskeleton and Micro Air Vehicle programs) with the goal of bringing all on going contracts to an orderly conclusion with maximum transfer of technical results to the Army and other DARPA customers, as well as to identify potential new opportunities for future technologies of interest to the Army and DARPA. Dr. Paur holds a PhD degree in chemistry; has extensive knowledge of government contracting practices, DARPA agenting activities; he has a breadth of technical knowledge specific to the diverse power source technologies tha t ARO is committed to managing; and he holds a (required) secret security clearance. Interested individuals may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. on 9 June 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and ope n competition basis, based on responses to this notice, is solely within the discretion of the government.
