- ************ PLEASE NOTE: This is a modification to Space Warfare Center (SWC) "Open" Broad Agency Announcement (BAA) 04-01. ?Call" SWC BAA 04-03 adds focus areas to the Space Battlelab Section. Calls may be issued against SWC BAA 04-01 for a period of no more than five years from the date of its initial announcement. White papers for SWC BAA 04-03 may be submitted from the date of this announcement through 22 May 06. All terms and conditions of the previous announcement for SWC BAA 04-02 remain valid. A complete description of SWC BAA 04-03 is identified in the attached document. The SWC may contract for activities covered in the focus areas detailed within this document. The intent of the BAA is to investigate and develop concepts and technologies that will enable the SWC to meet current and future Air Force warfighter space needs. The goal is to develop technologies that provide the best possible space capabilities for the warfighters, when and where needed, in the most cost-effective manner. White papers and subsequent proposals can cover either development of new capabilities for potential 3600 R&D acquisitions or leverage off existing capabilities for 3400 O&M acquisitions. Please closely follow the directions in the BAA regarding submission of white papers and do not submit a formal proposal at this time. After market research was performed, it was determined that specific funds would not be set aside for Historically Black Colleges and Universities. However, should potential white papers be accepted from those institutions, and adequate funding becomes available, proposals will be requested from them.
