- Description
- The United States Agency for International Development (USAID), Africa Bureau, anticipates the award one Cost Reimbursement Plus Fixed Fee contract under Open Competition for a contractor to provide strategic, analytical, communications and advocacy, and monitoring and evaluation support to the Africa Bureau, USAID Regional programs (such as REDSO/ESA, West Africa Regional Program) and African institutions and networks to improve the health status of Africans. The contract will benefit USAID programs to support Strategic Objective (SO) 27: Strengthened Programs to Improve Health Status in Africa. The contractor will not implement programs directly but will assist USAID and its development partners?as stated in the FY 2005-2009 Strategic Plan for AFR/SD, ?provide a strategic vision for investments in Africa health, support work that enhances understanding of constraints and solutions, build consensus around regional strategies and approaches and promote the adoption of these approaches at regional and country level.? In order to do this the contractor will work closely with African partners and promote African leadership. The contractor will be required to provide services that: a. Contribute to the timely ?strategic and integrated analysis? that the strategy calls for in order to both plan and program resources effectively; b. Assist with the preparation of assessments and other analytical work to help guide USAID health investments in fragile states; c. Assist USAID ensure that program performance is well monitored and that lessons learned are well incorporated into the Agency strategy for Africa, and mission operational plans for transformational states; and d. Address particularly (through analysis, program review and sharing better practices) how to improve linkages between other development programs (wrap-arounds) and Emergency Plan programs in order to enhance achievement of the strategy goals: 1) provide treatment to 2 million HIV-infected people; 2) prevent 7 million new HIV infections; provide care to 10 million people infected and affected by HIV/AIDS including orphans and vulnerable children. The contractor will be required to attend frequent meetings at the USAID headquarters located at 1300 Pennsylvania Avenue, N.W., Washington, DC and should have offices within commuting distances of the headquarters. The availability of the solicitation is limited to this electronic medium only. Request for copies of the solicitation will be disregarded without notice to the requestor. The publication of this notice or the solicitation does not obligate the Government to make an award. The solicitation will be posted in approximately 15 days after the date of this notice.
