- KTN-05-48 THORNE BAY BOAT Purchase of a 26 foot by 8.5 foot, Welded Aluminum Crewboat package complete per standard commercial specifications and options. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3 and 52.232-33.) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 336612 . The small business size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the contractor is a small business. SALIENT CHARACTERISTICS The Thorne Bay Ranger District would like to replace our 22-foot Boston Whaler Sentry crew boat with a 26 foot by 8.5 foot, welded aluminum crew boat as specified below. This boat is powered by twin 90 hp outboards and is being replaced several months early. This vessel does not meet the requirements of the Law Enforcement officers operating in the POW areas. The District and Tongass Law Enforcement wishes to replace this unit with a boat and twin outboard package Supply one, 26 ft. welded aluminum crew boat Explorer model as manufactured by Boulton Powerboats, Inc., Central Point, Oregon or approved equal. The boat must be capable of stable operation in rough seas and must be able to have engines raised fully out of the water. Cabin must be capable of carrying four to six passengers, constructed with Alaska Bulkhead and be furnished with the standard navigational lighting, deck fixtures and basic appurtenances. Vessel to be powered with twin 150 hp Mercury Optimax outboard motors and have a fuel capacity of no less than 150 gals. The boat shall be painted with non-skid paint on all walking surfaces inside and anti-fouling black paint on bottom to 4 in above water line. Vessel shall be constructed with a 48 in wide dive door starboard. Hull bottom shall be fabricated of one-fourth inch marine grade aluminum and hull design furnished shall have no less than five years of successful open water operations and customer satisfaction. Delivery due date will be approximately 120 calendar days from date of award. Contractor must contact Forest Service Contracting Representative prior to shipment to ensure packing and loading are as specified.
