Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. This solicitation, #W912PA-05-Q-0003, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Ci rcular. The associated North American Industry Classification System (NAICS) Code for this procurement is 423730 and the small business size standard is 1,000 employees. The government intends to negotiate on a sole source basis with Morco Refrigeration Service Inc., 1466B State Raod, Summerville, SC29483. The purchase includes ten (10) each Pilot House A/C Unit, Marine grade outdoor heat pump package with copper tubes and fins on both coils and louvered grills to provide hail and vandal protection. Wit h heresite coil protection and auxiliary heat. Includes thermostat. Includes heat kit. Cabinet shall be made of phosphated, zinc-coated, prepainted steel capable of withstanding salt spray. It will be constructed on a rust proof unit base with integrated sloped drain. Five (5) each Radio Room. Includes indoor fan coil. Includes outdoor condensing unit with heresite coil protection. Cabinet shall be made of galvanized bonderized steel, coated and baked with an enamel finish. Fan shall be totally enclosed with corrosio n resistant shaft, blades and protection grille. Ten (10) each Permanent air filters. Three (3)each 250tft roll therostat cable. Six Hundred (600) each 600ft marine 12awg/4cable, mil spec low smoke un-armored. Five (5) each split system likne sets. Requirements are for delivery FOB Destination to Combat Equipment Battalion Hythe, Southampton, United Kingdom by 22 June 2005. Offeror shall provide a completed copy of provision 52.212-3, Offeror Representations and Certifications  Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Governments specifications of need. Failure to address a specification/re quirement will be construed by the Government as inability to meet the need, or the offerors taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer c onforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requireme nts; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation o f Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; and 52.212-4, Contract Terms and Conditions  Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Require d to Implement Statutes or Executive Orders  Commercial Items, applies to this acquisition. Offers are due 14 February 2005, 3:00 p.m. local time. Interested parties may identify their interest and submit technical information and a technical capabilit y statement in response to this notice. The Benelux Regional Contracting Office, may consider responses. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietar y data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CC R) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
