Description
Unscheduled Repair and Preventive Maintenance Inspections (PMIs) for Under Vehicle Surveillance Systems (UVSS)in accordance with the Statement of Need (SON)outlined below: SCOPE: The Contractor shall provide Unscheduled Repair Services and Preventive Maintenance Inspections (PMIs) for twenty-five (see item 3.3 for itemized list) Under Vehicle Surveillance Systems (UVSS) at the following USAFE locations: Germany: Ramstein AB (568 SFS) Vogelweh AB (569 SFS) Spangdahlem AB United Kingdom: RAF Mildenhall RAF Lakenheath (Feltwell) RAF Molesworth RAF Fairford/Welford Turkey: Incirlik AB Izmir AB * Note: Other installations and/or additional UVSS systems may be included at a later date should an immediate need arise to field new systems at these or other locations at the direction of the USAFE Director of Security Forces. 1. REPAIR SERVICES. Repair of existing systems: 1.1. Repairs will be performed on an as-required basis. All requests for repairs will be submitted to the vendor by the HQ USAFE/A7F POC. The vendor will direct any end-user request for repair to HQ USAFE/A7F, Phone : 06371-47-7391. 1.2. The vendor shall notify the HQ USAFE/A7F POC and provide a cost breakdown prior to performing all equipment repairs. The A7F POC will determine if the repair is cost effective prior to approval. 1.3. The vendor shall respond for repairs according to the following schedule after receiving notification that an item requires repair: Germany 10 Working Days England 12 Working Days Turkey 12 Working Days 2. WARRANTY. 2.1. The vendor shall provide warranty coverage for a minimum of 90 days on all repairs. The warranty period shall begin after Government inspection and acceptance of the repaired surveillance system. 3. PREVENTIVE MAINTENANCE. 3.1. PMIs shall be performed quarterly with the first PMI conducted in Nov 05. Subsequent PMIs shall be conducted in Feb, May and Aug 2006 with specific dates determined based on availability of the unit POC. The contractor shall perform PMIs to keep the systems in proper, safe and efficient condition as well as eliminate all existing deficiencies. PMIs shall include, as a minimum, the following: Pressure cleaning of the inspection ramp and road surface area Removal of the metal covers from the topside of the UVSS inspection ramp Cleaning the inside area of the UVSS inspection ramp, pressure cleaning if required Inspecting and adjusting the bolts that attach the UVSS inspection ramp to the road surface (repair or replace as required) Inspecting the inspection ramp frame for broken or loose parts (repair or replace as required) Inspecting, cleaning and adjusting the camera mounts located inside UVSS inspection ramp (repair or replace as required) Inspecting, cleaning and adjusting of the cameras (repair or replace as required) Tightening and adjusting the video and power cables located inside the UVSS inspection ramp (repair or replace as required) Inspecting and cleaning the metal covers (repair or replace as required) Reattaching the metal covers Cleaning of the camera lenses Inspecting the cables and cable protection system between the inspection ramp and the monitoring/control unit (repair or replace as required) Cleaning the inside of the cabinet containing the monitoring/control unit Inspecting and adjusting all video and power cables located inside of the cabinet containing the monitoring/control unit (repair or replace as required) Inspecting, cleaning and adjusting all components (monitor, VCR, VCR video heads, multiplexer, power unit for cameras and lights) located inside of the cabinet containing the monitoring/control unit (repair or replace as required) Cleaning the outside of the cabinet containing the monitoring/control unit Testing complete system Completing a service and maintenance sheet (copies to customer, contracting office, contractor) 3.2. Cost for the following items shall be included in the price for the PMIs: Labor cost for any and all repairs when completed during a regular scheduled PMI All transportation, lodging and other costs required to get the technician to the UVSS sites 3.3. The following UVSS systems are included in the PMI Plan: 2 UVSS systems at RAF Mildenhall, UK 2 UVSS systems at RAF Lakenheath, UK 1 UVSS system at RAF Feltwell, UK 1 UVSS system at RAF Molesworth, UK 1 UVSS system at RAF Croughton, UK 1 UVSS system at RAF Welford, UK 2 UVSS systems at Vogelweh AB, GE (1)12 UVSS systems at Ramstein AB, GE (2)1 UVSS systems at Spangdahlem AB, GE (3)2 UVSS systems at Incirlik AB, Turkey 1 UVSS system at Izmir AB, Turkey (1) One system is currently in storage and one system will be transferred from Rhein Main upon base closure (2) System is currently in storage awaiting install upon construction of LVIS (3) System is scheduled to be installed in July 05 3.4. The customer shall provide the contractor a small storage space in each country to allow the contractor to preposition parts and tools.
