Description
RFQ 261-0298-04 The Sierra Pacific Network Consolidated Contracting Activity (CCA) is issuing a Commercial Item Request for Quotation (RFQ) in accordance with FAR 12.203 to purchase a reconditioned 2003 Tennant Street Sweeper (or equal) as described herein for the Golden Gate National Cemetery, 3100 Sneath Lane, San Bruno, CA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation WILL NOT be issued. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with the commercial item procedures of FAR Part 12. The NAICS code is 421110. The following vehicle description and specifications are Brand Name or Equal. Vehicle shall be a model year or newer 2003 Tennant Centurion Street Sweeper (or equal) totally factory reconditioned and fine tuned to manufacture specifications. Vehicle shall not have been previously registered except as a demonstrator. Vehicle shall include, at a minimum, a six (6) month warranty to include parts and labor. Vehicle shall be a GMC T7500 cab over chassis (2? Cab Extension) (or equal), 250 hp turbo diesel engine; dual steering & instrumentation both operator positions; tilt and telescoping steering wheel; center mounted console with pivoting sweeper controls; heater and air conditioning; air suspension seats both operator positions; power window (passenger side); AM/FM radio; air brakes with ABS; audio back-up alarm; Allison MD3500P World Transmission 5-speed automatic; dual speed rear axle; Chalmers rear suspension; right hand gutter broom; cruise control; slow speed throttle lock; Street-Smart Sweeping System or equal; three in one operation; one touch sweeping controls; LCD sweeper information screen; in-cab main broom adjustments; twin PTOs and pumps for sweeper; main broom dry dust control; gutter broom wet dust control; 300 gallon wet dust control system; conveyor belt/high volume flights; 4.0 yd steel hopper (usable); 6.8 yd steel hopper (volumetric); 10 ft multi-level dump hopper; polypropylene spiral wound main brush (68?); flat wire gutter broom (44?); heated fuel water separator; hydrant wrench; hopper clean-out tool; work light package (gutter brooms) and warning light-strobes (two cab mount & rear mount with guards).Sales tax and DMV fees not applicable. Destination; 852.270-1 Representatives of Contracting Officers; 852.270-4 Commercial Advertising; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including clauses incorporated by reference under Section b (3)(5)(8)(11-16)(18)(24). This is best-value procurement. Award will be made to the offeror whose offer conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered. The Government intends to evaluate offers and award without discussion. However, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. Offeror shall submit all information with offer as required in 52.212-1; a completed copy of provisions 52.212-3 Offeror Representations and Certifications-Commercial Items; and 852.219-70, Veteran Owned Small Business Certification.
