Description

Notice of intent to procure on a sole source basis the collection of regional economic data for fishery dependant boroughs and census areas in the Southwest region of Alaska with the School of Natural Resources and Agricultural Sciences, Mr. Hans Geier, Fairbanks, AK. Mr Geier has worked continuously for over 15 years with the IMPLAN database which is the primary database applied to the Southwest Region of Alaska. As such has an has equally intimate knowledge into Alaska?s rural regional economies, an understanding of the nature and structure of localized fishing industries and the personal skills, contacts and past experience with NOAA to conduct personal interviews to elicit the requisite information from an industry that has been proved in the past to be uncooperative with ?outsiders?. Therefore it is in the government?s opinion that in addition to survey work and IMPLAN knowledge, Mr. Geier?s past experience has also focused on budgets which translate to a practical framework for collecting and managing data appropriate for IMPLAN databases, which no one else has been found to be able to duplicate. All responsible sources may submit a bid, proposal or quotation which shall be considered by this agency. This is a simplified acquisition not expected to exceed the simplified acquisition threshold.
