Description

This is a combined synopsis/request for quote (RFQ) for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CMT812106009 is the Request for Quotation Number. The RFQ and incorporated provisions and clauses are those in effect through FAR Part 12.3. The NAICS code is 518210 or 518111 with SIC code of 7375. CLIN 0001; Services, Non-personal for Tariff Library Subscription Services for the period of 23 Dec 05 through 22 Dec 06, 12 months, as a firm fixed price type contract with monthly invoices and four option years as follows: CLIN 1001; Services, Non-personal for Tariff Library Subscription Services for the period of 23 Dec 06 through 22 Dec 07, 12 months, as a firm fixed price type contract with monthly invoices, CLIN 2001; Services, Non-personal for Tariff Library Subscription Services for the period of 23 Dec 07 through 22 Dec 08, 12 months, as a firm fixed price type contract with monthly invoices, CLIN 3001; Services, Non-personal for Tariff Library Subscription Services for the period of 23 Dec 08 through 22 Dec 09, 12 months, as a firm fixed price type contract with monthly invoices, and CLIN 4001; Services, Non-personal for Tariff Library Subscription Services for the period of 23 Dec 09 through 22 Dec 10, 12 months, as a firm fixed price type contract with monthly invoices. REQUIREMENT: DITCO requires a subscription to a comprehensive tariff library via the Internet. The library must contain a preponderance of all Interstate, Intrastate, and International Tariffs, Appendixes, and Price Lists filed and approved by the Federal Communications Commission (FCC) or Public Utility Commissions (PUCs) or other regulated entity tariff approvers. Must also include National Exchange Carrier Association FCC 4 and FCC 5. A log of all Transmittals submitted with a brief synopsis of each should be available to review daily submissions. A search engine capable of alphabetic or numeric searches is required with the ability to search all tariffs for a carrier, a particular tariff by a carrier, or a section of a tariff or appendix. As a minimum, the following features are required: A. Ability to search library data using key words/phrases, B. Ability to cut and paste selected data and export to external applications, C. Ability to capture data (not text) for export to external applications, D. Ability to mark specific areas of information for each access, and E. Using the tariff log requested above, provide a click and view feature to allow immediate access to selected data. Historical data should also be available for search for a minimum of two years. Access should be available as a minimum from 6:30 am to 5:00 pm central standard time, Monday through Friday excluding Federal Holidays. Access for 5 concurrent users will be required with a minimum of 2 sessions per use. FAR 52.212-1, Instructions to Offerors -- Commercial Items is applicable to this requirement. Any prospective bidder must provide 7 days free access for evaluation purposes. Failure to provide free access for the 7-day evaluation period will make the bidder non-responsive. FAR 52.212-2, Evaluation -- Commercial Items, is applicable to this requirement. Award will be made to the lowest priced technically acceptable proposal based on the base year and 4 option years that complies with all requirements set forth above. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with the proposal. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, FAR 52.212-5, Contract Terms and Conditions, Required to Implement Statues or Executive Orders -- Commercial Items, and 52.217-9, Option to Extend the Term of the Contract apply to this requirement.
