- Naval Air Warfare Center Aircraft Division Lakehurst has been tasked to initiate an Interim Performance Base Logistics (PBL) Contract with Lockheed Martin Simulation, Training, & Support, Inc. (LMSTS) Orlando, FL for support services (including maintenance) for government owned Consolidated Automated Support Systems (CASS) Offload Operational Test Program Sets (OTPS). The requirement will be for support services for CASS testers/stations located throughout the world (both foreign and domestic). The following CASS Offload OTPS? shall be included under the IPBL: RADCOM E-2C, RADCOM EA-6B, RADCOM SH-60, CATIIID EA-6B, CATIIID E-2C, NEWTS, DTB EA-6B, TMV SH-60, HTS SH-60, HTS EA-6B, and HTS F/A-18. Services for each OTPS shall include, but is not limited to, all subcomponents, subassemblies, and ancillary gear associated with each individual OTPS. The term of the Interim PBL shall be effective for a period of three (3) years. The Government intends to negotiate this Interim PBL under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Many of these OTPS are still in the development phase, therefore, the Government does not own data, drawings, or other specifications to permit full and open competition. Lockheed Martin STS is the designer, developer, and Original Equipment Manufacturer (OEM) of the OTPS? and is the only known source to have sufficient technical data, drawings, software, repair parts, and trained technical staff to maintain the OTPS. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a Cost Plus Fixed Fee contract. No solicitations will be available for this procurement.
