Description
PROJECT INFORMATION Solicitation No. W9128F-05-B-0006 On or about 14 June 2005, this office will issue Invitation for Bids for the construction of ADAL FUEL CELL MAINTENANCE DOCK, QJVF 052005, MINOT AFB, NORTH DAKOTA. Bids will be opened on or about 14 July 2005. This solicitation is unrestricted and open to both large and small business participation. Pre-bid site visits must be arranged in advance. There will be a site visit given of the project site on 28 June 2005, starting at 9:00 a.m. (local time). Contractors interested in inspecting the site of the proposed work should notify the Minot Project Of fice, (Attn: CENWO-CD-BH-M, Trev Albright), U.S. Army Corps of Engineers, Bldg. 132, 209 Tanker Trail, Minot AFB, North Dakota 58704, Telephone:(701) 727-6127, no later than 10 June 2005. FAX number is (701) 7276128. Contractors will need to provide: name s of persons attending along with name of company, phone and fax number. All persons will be required to meet at the Base Visitors Center at 8:30 a.m. to gain access to base. After gaining access to base, the Contractors shall meet at the Minot Project Of fice. Access may be denied for individuals failing to provide the required information. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) This addition and alteration (ADAL) project combines a 14,000SF addition?and a 25,000SF upgrade and renovation of?an existing B-52 maintenance hangar. The project converts the hangar for use as a fuel cell maintenance dock. The?building addition work?is co mprised of?new steel structure, concrete footings and foundation, and concrete hardstand. Renovation work includes demolition of exterior metal panel building skin, metal roof, concrete apron and hardstand,?and interior?CMU partitions. The completed facility will consist of?burnished CMU wainscot base, insulated metal panel walls with translucent wall panels,?and standing seam metal roof. The work includes: new motorized bi-parting hangar doors and insulated metal coiling doors; painting of existing steel structure; CMU partitions for personnel support spaces (offices, dispatch area, break room, multi-purpose?room, and locker/toilet rooms);?new aircraft support spaces?(tool and parts room, bladder test room, and vehicle parking bay); fire protection room; plus electrical and mechanical rooms.?Within the existing building?there is?a 5,430 SF equipment mezzanine, partly new and partly renovated. Work on the project also includes all new fire?protection utilizing both water and high expansion foam systems; floor trenches?with oil/water separator; new mechanical systems and equipment; and new electrical equipment, devices and fixtures throughout. De molition of existing finishes, fixtures and equipment includes small quantities of hazardous materials, including lead-based paint, asbestos, light ballasts, thermostats, thermometers, fluorescent lamps, and hydraulic door closers. The estimated construction cost of this project is between $5,000,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineer s considers the following goals reasonable and achievable for fiscal year 2005: (a) Small Business:50.9% of planned subcontracting dollars. (b)Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business: 7.2% of pl anned subcontracting dollars*. (d) Service-Disabled Veterans: 0.5% of planned subcontracting dollars*. (e) Hubzones: 2.9% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to comme nce work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and pa yment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
