Description
This Sources Sought is being conducted by the US Army Corps of Engineers, New York District to seek adequate, capable, HubZone; 8(a); and/or Service Disabled Veteran-Owned Small Businesses (SDVOSBs) contractors to determine the procurement strateg y. The proposed contract will be for the Pipelines Removal in the Arthur Kill Waterway Contract Area in New York and New Jersey. Work will require the removal of underwater pipelines, which may be more than 43 ft deep. A total of nine (9) steel pipelines and other pipeline debris have been identified for removal. These pipelines range in size from 8 to 12 inches in diameter. The con dition (cut, open, capped, intact) varies. The total linear footage of pipelines that will be removed has been estimated to be nearly 13,500 linear feet; this is estimated to result in as much as 350 tons of pipeline. Also pipeline debris or large pieces o f pipes has been estimated to be as much as 5000 linear feet of pipeline debris weighing to 100 tons. It is anticipated that the contract will require the use of specialized equipment in order to remove the pipelines in the channel, which are under water and some may be more than 43 ft deep. Due to vessel traffic this will require the existing channel dep th to be maintained during or after the construction effort. The project is planned for advertisement in May or June 2005 with an approximate award date of July 2005. The contract duration is estimated at 90 days. NAICS is 237990. The estimated cost range is between $1,000,000 and $5,000,000. 20% of the work is t o be self-performed. Response should include: (1) Identification of the company as a SBA CERTIFIED 8(a), Service Disabled Veteran-Owned Small Businesses (SDVOSBs) or HUBZONE contractor, including complete mailing address, telephone and FAX numbers and Point of Contact (2) Past Experience including contract number and description of current and completed projects similar in size and scope to proposed project, percentage and type of self-performed work and performance evaluation rating for the work; the percentage of sel f performed work and how it was accomplished, (3) Statement verifying the contractor will perform 20% of the work and how it will be accomplished. (4) Statement that the firm plans to bid if the Project is advertised as a particular SET- ASIDE, and (5) Listing of equipment (type and capability) available to be used to accomplish this project NOTE: Responses will be used to develop the procurement strategy for this future project.
