- Description
- NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires Advanced Mathematical Statistical Consultation Service in support of Statistical Methods Development and Programming Services for the Rotational Entropy Project. The Circular Statistics and Rotational Entropy project involves highly specialized statistics. The type of individuals required include (1) a principal investigator who needs to be a senior level statistician highly trained in computational programming with supervisory experience; (2) a theoretical mathematical statistician with experience, who is capable of developing new statistical methods in the field of circular statistics (including experience with Fourier series expansion, von Mises circular distributions, non-parametric nearest neighbor approaches, and multivariate normal methods as they relate to circular statistic in this project); and (3) an experienced computer programmer with statistical training, multiple programming languages and the capability of performing a variety of computer simulations involved in this project (e.g. molecular dynamic simulations in computational biology). This proposed contract action announces the Governments intent to issue a purchase order, on a sole-source basis in accordance with FAR 302-1(b)(1)(i) to West Virginia University Research Corporation, Department of Statistics, Morgantown, WV. WVU Research Corporation already provides the services of a statistical consultant and a programmer from previous contract activities. This contract extends and expands this service for an additional year. The statistician and programmer will need to meet regularly with NIOSH investigators and use NIOSH computer services that are protected by U.S. government security requirements. Thus, the statistician and programmer must physically reside at the NIOSH facility on a periodic basis. Also, the statistician must work closely with NIOSH investigators and statisticians currently supporting theoretical developments in the rotational entropy project and providing advanced consultative advice for problems requiring new theoretical foundations. In addition, the programmer must work closely with WVU statisticians currently working on the theoretical aspects of the rotational entropy project. This notice is issued for informational purposes only. Any interested party should identify themselves to the contracting officer no later than fifteen (15) days from the date of this announcement. Submit information to Rebecca Mullenax, MS L-1019, and Reference: 000HCC37-2005-21575, DHHS/PHS/CDC/NIOSH/ALOSH, 1095 Willowdale Road, Morgantown, WV 26505. Request may be mailed, faxed to 304-285-6083 or E-mailed to RMULLENAX@CDC.GOV. The intent of this synopsis is to determine if any sources exist, therefore, no solicitation will be issued. If no responses are received within 15 days, award will be made to West Virginia University Research Corporation. Award will be made under the authority of 41 U.S.C. 253(C)(1) without further notices being issued. All responses received shall be considered by the Government.
