- NRCS is seeking A&E firms for a contract to perform irrigation system design services in Utah for FY 2005. There will be two one-year option periods and a maximum contract value of $1,000,000. SCOPE The work shall consist of providing all engineering and related technical services necessary for the design of irrigation system or livestock water supply system components. These components may include, but are not limited to, the following: Surface, Sprinkler & Micro Irrigation Systems Pumping Plant Diversion Dams Livestock Water Supply Pipelines Irrigation Pipelines, Canals & Ditches Watering Troughs & Storage Tanks Concrete Lined Ditch Wells Land Leveling Spring Developments Water Measurement & Structures for Water Control Irrigation Water Management Plans The technical service provider (TSP) shall furnish all personnel, equipment, labor, materials, transportation, office space, etc. as required to perform the work in accordance with these specifications. 2. PERFORMANCE CRITERIA The facility components shall be designed in compliance with all applicable local, state and federal laws and regulations. All work performed by the TSP shall conform to the minimum requirements of the Natural Resources Conservation Service (NRCS), as described in this specification, the Field Office Technical Guide (FOTG), and other documents referenced from this specification or the contract. Where specific planning and design criteria is lacking for a facility component, the component shall be designed in accordance with standard practice and sound engineering judgement. Compliance with these criteria shall be demonstrated by submitting design documentation for each component in accordance with the applicable practices as listed in the General Manual 450 part 407. In addition, the final design report, construction drawings, and construction specifications shall be signed by a Certified Technical Service Provider and a Utah Registered Professional Engineer. The cover sheet of construction drawings shall display the following statement above these signatures: "To the best of my professional knowledge, judgment and belief, these plans meet applicable NRCS standards and specifications." NRCS shall provide the following information, (via web sites where an address is shown), to be used as the basis for providing the required technical services: A. Technical References 1. NRCS Utah Field Office Technical Guide Section IV (http://www.nrcs.usda.gov/technical/efotg) a. Conservation Practice Standards b. Conservation Practice Specifications c. Documentation shall conform to the requirements of GM 450 part 407. This can be obtained from the NRCS Contact office. 2. NRCS National Engineering Manual (NEM) (http://www.info.usda.gov/CED/) 3. NRCS National Engineering Handbook (NEH) (http://www.info.usda.gov/CED/) 4. Other Technical References available at (http://www.info.usda.gov/CED/) B. Site Specific Planning and Resource Assessment Data 1. Conservation Plan of Operations 2. Soil Survey Reports (where available) 3. Relevant aerial photos and maps (where available) 4. Existing planning or preliminary design information, as described in Section 6 of this specification. The TSP shall be responsible for obtaining all other references, working tools and basic data necessary for the performance of the required services. 3. QUALITY OF WORK All work shall be performed in a professional manner in accordance with the minimum criteria of the NRCS conservation practice standards and practice documentation guides. Design Documentation. Text material consisting of reports, design memorandums and computation sheets shall be prepared on standard letter size sheets. Drawings and plates for reports and memoranda shall have a binding edge 11" in length. All notes, computations, drawings, sketches, and other data shall be complete, recorded neatly, and shall be checked by persons as equally qualified as those performing the original computations. All assumptions made as a basis for the design shall be clearly stated, and all sources of reference data shall be listed in the design report. The input files and output files of computer programs used in design shall be provided electronically as well as in hardcopy format. The files shall be fully documented. Field Surveys. All field surveys to establish the horizontal and vertical control shall be at appropriate levels of accuracy commensurate with the design requirements. Temporary benchmarks shall be established and may use a local coordinate system and assumed elevations. The methods and procedures contained in NRCS Engineering Field Handbook Chapter 1 (210-VI-NEH-650.01) and Technical Release 62 (210-VI-TR-62) shall be used where applicable. All survey notes and records shall only contain data that pertain to this project. Construction Drawings. Construction drawings shall be drafted in accordance with standards shown in NRCS National Engineering Manual Part 541(210-VI-NEM). Where practical, drawings shall be prepared using computer aided drafting methods. Both printed and electronic drawing files (when available) shall be furnished. The format of electronic files shall be compatible with AutoCad 2002 or later. Construction Specifications. Construction specifications shall be prepared on standard letter size paper in a format consistent with NEH Part 642 (NEH 210-VI-Part 642). Paper and electronic versions of construction specifications shall be submitted. Electronic versions shall be prepared in a format compatible with Microsoft Word. 4. PERFORMANCE OF THE WORK Supervision. The TSP shall designate an individual as the Project Manager. The Project Manager shall be the principle point of contact between the TSP and the Contracting Officer?s Technical Representative (COTR), and the facility owner. All engineering and related services shall be completed under the responsible charge of a certified technical service provider and an individual licensed as a Registered Professional Engineer in the State of Utah. Division of Work. Unless described otherwise in Section 6 of this specification, the required technical services shall be performed in phases as described below: Phase 1 ? Preliminary Design. Phase 1 shall include the following tasks: Review and verification of facility needs; Development of a conceptual plan; Performance of field surveys; Geotechnical investigation; Hydrologic and hydraulic analysis; and Preparation of a preliminary design and cost estimate. Phase 2 ? Final Design. Phase 2 shall include the following tasks: Preparation of the final design and design report; Preparation of final drawings, construction specifications and cost estimate; Preparation of an operation and maintenance plan; Preparation of construction contracting documents, if needed; and Preparation of a construction quality assurance plan. Scheduling. Prior to beginning Phase 1, the TSP shall provide a performance schedule for each phase of the work for review by the COTR and approval by the Contracting Officer (CO). The performance schedule will detail the tasks to be undertaken to complete the work and the number of calendar days required to complete each phase. The performance schedule shall be developed within the overall time limits contained in the contract. In addition, the TSP will be responsible for scheduling reviews of the preliminary and final designs with the COTR and facility owner. Intermediate reviews may be scheduled by the TSP as needed. Coordination of work with others. The TSP shall accommodate reasonable requests to share relevant data and coordinate completion of the work performed under this specification with others providing technical services for the facility owner when they require information developed by the TSP for the basis of their work. 5. ACCEPTANCE AND PAYMENT The TSP shall submit the required documentation for review by the COTR and acceptance by the CO when each phase of work is substantially complete. Each phase of the work will be deemed complete after review and acceptance by NRCS and the facility owner, and any required regulatory reviews. The entire project will be deemed complete after NRCS has reviewed and accepted the final design documentation, which shall include an electronic copy and three copies of a bound design folder containing a report summarizing the results of all analyses, copies of all computations, copies of all narrative plans required in Phase 2, and as-built drawings of the facilities constructed. The CO will provide the TSP written or electronic notification of acceptance or rejection of a phase of work within 20 days after the required information has been submitted by the TSP for review. If the information is deemed unacceptable after a review, the CO will provide the TSP the specific reason(s) for rejection. Payment shall be made for work completed in accordance with the contract requirements at the lump sum price for each phase of the work. 6. ITEMS OF WORK AND PERFORMANCE DETAILS The items of work to be completed in conformance with this specification and the performance details are: a. The Contractor assigned this task order is: __________________________________________________________________________________________________________________________________________________ b. Under Section 1, Scope, the Contractor shall provide engineering and related services as required based upon each Task Order: The specific components to be implemented at each operation will be described in the Environmental Quality Incentive Program (EQIP) Plan of Operations for each facility, to be provided to the Contractor at the initial meeting with the COTR and local NRCS contact. c. Under Section 4, Performance of Work: 1. The contractor shall schedule his operations as necessary to complete phase 2, Final Design, within 45 days of beginning the design.
