Description
NRCS seeks A&E contractors for the work outlined below for FY 2005 with two one year options. The contract's maximum term goes through September 30, 2007 with a maximum contract value of $500,000. INTRODUCTION The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), seeks the services of a qualified engineering firm to provide planning and design for the installation of animal waste control facilities on a animal feeding operation as described in section 7 of this statement of work. 2. SCOPE The work shall consist of providing all engineering and related technical services necessary for the survey and design of all facilities necessary to obtain a functioning animal waste control system on the described dairy or feeding operation. These facilities may include, but are not limited to, the conservation practices listed in Section 6 of this statement of work The Engineering Firm shall furnish all personnel, equipment, labor, materials, transportation, office space, etc. as required to perform the work in accordance with these specifications. 2. PERFORMANCE CRITERIA The facility components shall be designed in compliance with all applicable local, state and federal laws, and regulations. Compliance with this criteria shall be demonstrated by submitting a final design report (design documentation for each component of the project shall be part of this report), construction drawings, and construction specifications shall be signed and sealed by a Utah Registered Professional Engineer. The cover sheet of the construction drawings shall display the following statement above these signatures: "To the best of my professional knowledge, judgment and belief, these plans meet applicable NRCS standards and specifications." NRCS shall provide the following information, (via web sites where an address is shown), to be used as the basis for providing the required technical services: A. Technical References: 1. NRCS Utah Field Office Technical Guide Section IV (http://www.nrcs.usda.gov/technical/efotq) a. Conservation Practice Design Standards b. Conservation Practice Construction Specifications c. Conservation Practice Documentation Checklist 2. NRCS National Engineering Manual (NEM) 3. NRCS National Engineering Handbook (NEH) (http://www.nrcs.usda.gov/technical/ENG) B. Site Specific Planning and Resource Assessment Data 1. Conservation Plan of Operations 2. Soil Survey Reports 3. Relevant aerial photos and maps 4. Existing planning or preliminary design information, as described in Section 7 of this specification. The Engineering Firm shall be responsible for obtaining all other references, working tools and basic data necessary for the performance of the required services. 3. QUALITY OF WORK All work shall be performed in a professional manner in accordance with the minimum criteria described in NRCS conservation practice standards and practice documentation guides. Design Documentation: Text material consisting of reports, design memorandums and computation sheets shall be prepared on standard letter size sheets All notes, computations, drawings, sketches, and other data shall be complete, recorded neatly, and shall be checked by persons as equally qualified as those performing the original computations. All rationale and assumptions made as a basis for the design shall be clearly stated and all sources of reference data shall be listed in the design report. The input files and output files of computer programs used in design shall be provided electronically as well as in hardcopy format. The files shall be clearly named and fully documented. Field Surveys: All field surveys to establish the horizontal and vertical control shall be at appropriate levels of accuracy commensurate with the design requirements. Temporary benchmarks shall be established and may use a local coordinate system and assumed elevations. The methods and procedures contained in NRCS Engineering Field Handbook Chapter 1 and Technical Release 62 shall be used where applicable. All survey notes and records shall only contain data that pertain to this project. Construction Drawings: Construction drawings shall be drafted in accordance with standards described in NRCS National Engineering Manual Part 541. Where practical, drawings shall be prepared using computer aided drafting methods. Both printed and electronic drawing files (when available) shall be furnished. The format of electronic files shall be compatible with AutoCAD 2002 or later. Each sheet of the drawings shall be a separate electronic file. Construction Specifications: Construction specifications shall be prepared on standard letter size paper in a format consistent with NEH Part 642. Both paper and electronic versions of construction specifications shall be submitted. Electronic versions shall be prepared in a format compatible with Microsoft Word. 4. PERFORMANCE OF THE WORK Supervision: The Engineering Firm shall designate an individual as the Design Engineer. The Design Engineer shall be the principle point of contact between the Engineering firm and the Contracting Officer's Technical Representative (COTR) and the facility owner. All engineering and related services shall be completed under the responsible charge of a Registered Professional Engineer in the State of Utah. Division of Work: Unless described otherwise in Section 6 of this specification, the required technical services shall be performed in phases as described below: Phase 1 - Preliminary Design: As a minimum, Phase I shall include the following tasks: ? Review and verification of facility needs; ? Development of a conceptual plan; ? Performance of field surveys; ? Geotechnical investigation; ? Hydrologic and hydraulic analysis; and ? Preparation of a preliminary design and cost estimate. Phase 2 - Final Design: As a minimum, Phase 2 shall include the following tasks: Preparation of the final design and design report; Preparation of final drawings, construction specifications, and cost estimate; Preparation of an operation and maintenance plan; Preparation of construction contracting documents, if needed; and Preparation of a construction quality control plan. Scheduling: Prior to beginning Phase 1, the Engineering firm shall submit a performance schedule for each phase of the work for review by the COTR and approval by the Contracting Officer (CO). The performance schedule will detail the tasks to be undertaken to complete the planned works of improvement and the number of calendar days required to complete each phase. The performance schedule shall be developed within the overall time limits contained in this statement of work. In addition, the Engineering Firm will be responsible for scheduling reviews of the preliminary and final designs with the COTR and facility owner. Intermediate reviews may be scheduled by the Engineering Firm, facility owner, or COTR as needed. Coordination of work with others: The Engineering Firm shall accommodate reasonable requests to share relevant data and coordinate of the work performed under this specification with others providing technical services for the facility owner when they require information developed by the Engineering Firm, for the basis of their work. 5. ACCEPTANCE AND PAYMENT The Engineering Firm shall submit the required documentation for review by the COTR and final acceptance by the CO when each phase of work is completed. Each phase of the work will be complete after review and acceptance by the facility owner and NRCS, and any required regulatory reviews. The entire project will be considered complete after the NRCS has reviewed and accepted the final design documentation. The documentation shall include an electronic copy and three copies of a bound design folder containing a report summarizing the results of all analyses, copies of all computations, copies of all narrative plans required in Phase 2, and as-built drawings of the facilities constructed. The Contracting Officer (CO) will provide the Engineering Firm written or electronic notification of acceptance or rejection of a phase of work within 20 days after the required information has been submitted by the Contractor for review. If the information is deemed unacceptable after a review, the CO will provide the Engineering Firm the specific reason(s) for rejection. Prior to the start of work, the Engineering Firm and CO will negotiate unit cost rates on an hourly basis for members of the Contractor's workforce likely to participate in completion of the work. The CO and the Engineering Firm will also negotiate a not to exceed number of hours for each phase of the work. Payment will be made for each phase in accordance with contract requirements. 6. CONSERVATION PRACTICE STANDARDS Natural Resources Conservation Service (NRCS) conservation practice standards provide guidance for applying technology on the land, and set the minimum level for acceptable application of the technology. ITEMS OF WORK AND PERFORMANCE DETAILS The items of work to be completed in conformance with this statement of work are: A. Provide engineering and related services as required for the following projects: The facilities the contractor is being asked to design will occur through Task orders. If during the design phase, additional facilities are deemed necessary, the engineering firm shall inform the cooperator and the NRCS personnel. If a revised performance of work agreement or additional design time becomes necessary, the concurrence of NRCS and cooperator must be obtained. B. Under Section 4, Performance of Work: 1. The Engineering Firm shall schedule an initial meeting with the COTR and local NRCS contact no later than 10 days after the contract is signed. 3. The Engineering Firm shall schedule his operations as necessary to complete phase 2, Final Design, within 60 days of commencing the design work. Prior to final acceptance of design an on site meeting shall be scheduled to properly locate designed waste control facilities.
