Description
BASE GROUNDS MAINTENANCE SERVICE: The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Dover Air Force Base in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Performance includes but is not limited to mowing, weeding and litter patrol for approximately 1,200 acres of improved grounds and 2,000 acres of semi-improved grounds. Contract will include estimated requirements for shrubs removal, crack grass removal, planting flowers, sod, and snow/ice removal. Please see upcoming solicitation for complete details. The initial contract period shall cover 1 October 2005 through 30 September 2006. Option year 1 shall cover 1 October 2006 through 30 September 2007. Option year 2 shall cover 1 October 2007 through 30 September 2008. Option year 3 shall cover 1 October 2008 through 30 September 2009. Option year 4 shall cover 1 October 2009 through 30 September 2010. This solicitation is 100% set aside for Service Disabled Veterans Owned small businesses. All prospective offerors must have a commercial and government entity (CAGE) code and be registered with Central Contractor Registration (CCR) at http://www.ccr.gov and Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. The Government award will be based on best value with the evaluation factors to be set forth in the solicitation. The Government reserves the right to reserve to award to other than the lowest price. If the Contracting Officer (CO) determines the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition may be conducted, the CO may limit the number of proposals in the competitive range to be the greatest number that will permit an efficient competition among the most highly rated proposals.
