Description
Air Force Multimedia Message Manager (M3) Sources Sought This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force Electronic Systems Center (ESC) to determine potential sources capable of providing technical and engineering support for the Multimedia Message Manager (M3) program. Criteria for determining highly qualified firms capable of serving as the prime contractor for M3 is summarized below. Interested parties should respond electronically to the email address: robert.goeke@hanscom.af.mil by 05-28-2005 to let the Government know of their interest. Electronically submitted material sent in addition to a statement of interest should not exceed 10, one-sided, 8.5X11 inch pages, with the font no smaller than 10 point. Please use the criteria below as a guide in determining your interest and/or level of electronic response. The Multimedia Message Manager (M3) is a mature message handler that provides automated message processing services to the military and civilian intelligence community in a system high environment. M3 provides three key functions: 1) Real-time dissemination of incoming message traffic based on user interest profiles, 2) Retrospective search of an archive message database, 3) Message composition, coordination, validation and release. M3 is fully accredited and certified for up to Protection Level 3 (PL3) operation at the TS/SCI level at 67 worldwide operational sites. In addition, the DoDIIS Management Board (DMB) has named M3 as the message archive solution for the Defense Message System (DMS). M3 is capable of processing not only text message traffic, but also a wide variety of multimedia attachments. Companies are encouraged to respond if they have the ability to provide the following M3 capabilities with little or no disruption of services to current users. These capabilities should include but are not limited to the following: 1) Install M3 world wide (including hardware, software, network, CSP/AUTODIN connectivity, DA/CP-XP/DMS connectivity, etc.) at new and existing customer sites. 2) Provide M3 training for System Administrators (SA), Information System Security Managers (ISSM), Profile Administrators (PA), Operators and Users at new and existing customer sites. 3) Support M3 Security Accreditation Testing (SAT) at new customer sites. 4) Transition old message traffic to M3 at new customer sites. 5) Create initial M3 profile set and accounts at new customer sites. 6) Implement new functional enhancements and bug fixes in M3 for new version releases as required. 7) Update all M3 documentation for new version releases as required. 8) Upgrade existing customer sites to latest M3 version releases with little or no disruption of operational services. 9) Maintain and troubleshoot the current M3 software and documentation baseline as required. 10) Operate and manage the M3 8x5 Code 2 help desk. 11) Operate and manage the M3 24x7 Code 1 help desk. Respondents to this Sources Sought should demonstrate skills and proficiency in the following areas: 1) Extensive knowledge of the Unix operating system and, in particular, Compaq Tru64 and Solaris, as well as Java and PKI. 2) Extensive knowledge of the Verity search products including their K2 product line. 3) Demonstrated understanding of how to implement Verity?s Taxonomies/Classification and Parametric Search features. 4) Demonstrated knowledge and ability to develop and maintain Symantec Ontology?s. 5) Experience developing and troubleshooting messaging applications software that utilizes the Verity search engine on both Compaq Tru64 and Solaris platforms. 6) Experience developing and troubleshooting messaging applications for the DoDIIS intelligence community. 7) Experience implementing a composite applications portal for data fusion. 8) Experience implementing a clientless environment for messaging applications. 9) Experience with implementing messaging applications for the Defense Message System (DMS), especially with the Decision Agent (DA) and Comm Power XML Portal (CP-XP) products. 10) TS/SCI (including H and G) cleared personnel who possess all of the above qualifications in order to support a minimum of six concurrent new installations and version upgrades, including training. 11) Sufficient personnel who possess all of the above qualifications in order to simultaneously support: a) Implementation of new functionality and bug fixes for new version releases b) Troubleshooting problems as required at 67 operational sites c) Installation at new sites and/or upgrades at existing sites as required 12) Ability to support M3 installations, upgrades and troubleshooting in potentially hazardous areas. 13) Thorough knowledge of intelligence messaging applications use in ?proxy? environments as well as the intelligence security concerns/risks associated. 14) In addition to the above skills, the software organization must be SEI CMM Level 3 compliant. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought request. The Government requests interested parties submit a statement of their qualifications with respect to the criteria described above. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Also, please state if you are a large or small business. If you are a small business, please state what type of small business (e.g. small business, small disadvantaged business, woman-owned, service disabled veteran owned, HubZone, etc.) Interested parties whom respond with their intention to be a prime contractor will be screened against the criteria.
