Description
Veterans Integrated Service Network (VISN) 11 has a need for Medical Transcription Services at five (5) Medical Centers: VA Ann Arbor Healthcare System, Ann Arbor, MI, the VA Medical Center, Battle Creek , MI, the John D. Dingell VA Medical Center, Detroit, MI, the Richard L. Roudebush VA Medical Center, Indianapolis, IN and the Aleda E. Lutz VA Medical Center, Saginaw, MI Period of Performance shall be a Base Year with four (4) renewal options. THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. The NAICS is 561410 and size standard is $6M. .** METHOD OF AWARD: In recognizing the VAs commitment to the small service disabled veterans owned, HUBZone and small business community this solicitation will be cascaded as described below to ensure that service disabled veteran owned and HUBZone businesses are given every opportunity to participate under this procurement. This is a Cascaded Procurement and award will be made as follows: (i) SERVICE-DISABLED VETERAN-OWNED/SMALL BUSINESS PARTICIPATION Pursuant to the provision of Federal Acquisition Regulations (FAR) 19.1401, award will be made on a competitive basis to responsible Service-Disabled Veteran-Owned Small Business concerns that provide the best value in accordance with solicitation requirements, provided that a minimum of two competitive offers are received from Service-Disabled Veteran-Owned Small Business concerns, offers from Service-Disabled Veteran-Owned Small Business concerns provide the best value in accordance with solicitation requirements, providing award can be made at fair market price, and offers are otherwise determined responsible and eligible to receive an award. If a minimum of two eligible and responsible Service-Disabled Veteran-Owned Small Business offers are not received, and/if Service-Disabled Veteran-Owned Small Business offers are found otherwise ineligible award, items will be awarded under (ii). (ii) HISTORICALLY UNDERUTILIZED BUSINESS ZONE (HUBZONE)/SMALL BUSINESS PARTICIPANTS Pursuant to the provision of Federal Acquisition Regulations (FAR) 19.1305, award will be made on a competitive basis to responsible HUBZone Small Business concerns that provide the best value in accordance with solicitation requirements, provided that a minimum of two competitive offers are received from HUBZone Small Business concerns, offers from HUBZone Small Business concerns provide the best value in accordance with solicitation requirements, providing award can be made at fair market price and offers are otherwise determined responsible and eligible to receive an award. If a minimum of two eligible and responsible HUBZone Small Business offers are not received, and/if HUBZone Small Business offers are found otherwise ineligible award, items will be awarded under (iii). (iii) SMALL BUSINESS SET-ASIDE PARTICIPATIONS In accordance with the provision of FAR 19.502-2, award will be made on a competitive basis to responsible small business concerns that provide the best value in accordance with solicitation requirements, provided that a minimum of two competitive offers are received from small business concerns, offers from small business concerns provide the best value in accordance with solicitation requirements and/or offers are otherwise determined responsible and eligible to receive award. Offerors may submit an offer on a single facility or multiple facilities. All offerors are encouraged to submit a proposal for all facilities (VISN 11). If an offeror submits an offer on a single facility or multiple facilities, offeror must provide all Medical Transcription Services required by each facility(s) the offer is for. Contractors are responsible for obtaining a copy of all documents (solicitation and amendments) at http://www.eps.gov/. SOLICITATION SHALL BE AVAILABLE ON OR ABOUT MAY 20, 2005.
