Description

The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Boulder, Colorado proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with the University of California to analyze and publish Proton Transfer Reaction Mass Spectrometer (PTR-MS) data from measurements made at Chebogue Point, Nova Scotia during the NOAA NEAQAS-ITCT 2K4 research program in July-August 2004. These surface measurements were complementary to the airborne and ship board measurements made on the NOAA WP-3D aircraft and R/V Ron Brown. It is the government?s belief that the skills of the researcher?s engaged by the University of California at Berkeley uniquely qualify them for this work because the data to be analyzed was collected by their group using a Proton Transfer Reaction Mass Spectrometer. Therefore, they have familiarity with the data and the specialized instrument used to collect the data. The interpretation of data collected using this instrument requires specialized knowledge of the ion chemistry used in the instrument. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
