- This Sources Sought Notice is for the National Oceanic and Atmospheric Administration (NOAA), a bureau operating within the U.S. Department of Commerce, which has a requirement for the National Marine Fisheries Service (NMFS) to contract with a qualified research organization to study and document the biology, population structure, population dynamics, ecological relationships, and the behavior and health status of bottlenose dolphin populations in Sarasota, Florida Bay and vicinity. The NMFS has the responsibility under the Marine Mammal Protection Act to protect and conserve marine mammals and their habitats, consistent with sound marine resource management policies. Sarasota Bay, Florida and vicinity has been an area of intensive research for 35 years and has provided critical baseline data to greatly enhance a general understanding of the dolphin population structure, ecology, behavior and health. The contractor shall identify specific projects associated with each major area of performance: I. Population Structure, Dynamics and Stock Identification; II. Health Assessment and Biomarkers of Environmental Contaminants and their Effects; III. Ecological Relationships; IV. Human Interactions, including Outreach and Education; V. Live Animal Rescue; VI. Graduate Student Research; and VII. Dissemination of Information . NOAA presently anticipates awarding a three-year fixed-price contract with the Chicago Zoological Society Inc., (in accordance with authority of 41 U.S.C. 253 ? (1) Only One Responsible Source) as the only source known to NOAA for this professional service. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive proposals. However, all responses received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responsive, affirmative, responses are received, the Government plans to proceed to negotiate and award a contract to Chicago Zoological Society. PURPOSE OF THIS ANNOUNCEMENT: In order to determine that the Chicago Zoological Society is the only known source qualified to provide the professional research services required to support the Sarasota Dolphin Research Program, NOAA is conducting market research to identify any other qualified firms capable of providing this service. SUBMITTING A RESPONSE: Interested firms capable of providing the services described herein are invited to submit a written response to this request no later than 12:00 Noon CST, Monday, June 27, 2005. Responses may be sent electronically in Microsoft Office or Adobe Acrobat format to jane.a.allen@noaa.gov and/or in hardcopy to Jane Allen, Contract Specialist, Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisitions Management Division, 601 East 12th Street, Room 1756, Kansas City, MO, 64106 or by fax to 816-426-0567. The response shall be no more than 5 pages plus one attachment and shall include the following: 1. A description of the firm including the following: Business Address; Type of Business; Business Size Standard; Central Contractor Registration Status; Management Structure and Organization Chart; Statement of any Small Business, Small Disadvantaged, Women Owned, Service Disabled Veteran Owned, HubZone or 8(a) Certification and the duration of any such Certification and a company point of contact (name, position with the firm, phone, fax, and email). 2. All responses must address each item listed under the Evaluation Criteria below by providing detailed information required to satisfy each criteria. EVALUATION CRITERIA: Responses to this announcement will be evaluated to determine the existence and viability of other commercial sources for the required services. Submissions will be evaluated based on the following criteria. Technical Evaluation: At a minimum, the Offeror must exhibit experience and abilities in the following areas: 1. An affiliation with a marine science organization with access to equipment, vessels and facilities to conduct year-round research, health assessments and rescue of wild populations of dolphins in Sarasota Bay and vicinity. 2. Have a Principal Investigator on staff that has demonstrated extensive experience conducting life history and population biology research and rescue of wild populations of bottlenose dolphins. 3. Have an affiliation with a university or college that has a strong marine science program, preferably with an emphasis on cetacean research. 4. Have a Veterinarian on staff that has demonstrated experience conducting health assessments of wild cetaceans, at least 2 Research Biologists with demonstrated experience conducting research and/or rescue of wild populations of bottlenose dolphins, at least 2 Laboratory Technicians with demonstrated experience preparing samples for analysis and conducting routine laboratory analyses, and an adequate support/clerical staff. Past Performance: The offeror must present evidence that their organization has accomplished this type of project successfully within the past 10 years and that they have direct experience with research, health assessments, rescue of wild dolphin populations, promotion of opportunities for graduate students, and effective dissemination of information gathered from the research conducted. Response must include contact information for each project either completed or in progress which addresses the requirements contained in this Notice. Contact information must include the Organization?s name, address, contact person?s name and title, phone number, fax number and email address.
