Description
The contractor shall be required to provide services for disposal of stockpiled wood chips currently presenting a fire hazard. All merchantable material to be removed will be purchased from the Government and paid for at the total offer values shown in the Schedule of Items, Line Item 0001 A. through either application of Conservation Credits earned or cash deposit. The Contractor shall develop and submit a Treatment Plan and Schedule to accomplish the project objectives, and organize and direct all of the equipment and personnel needed to fully accomplish the work. The contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the work required. The Treatment Plan and Schedule will be agreed upon by both parties and incorporated into the contract. All changes to the Treatment Plan will be agreed to prior to the changes taking effect. The contractor shall be required to provide a Treatment Plan and Schedule, Quality Assurance Plan, Road Maintenance Plan, Fire Prevention Plan, and a Schedule for Completion of Work as follows: The Treatment Plan and Schedule shall include as a minimum the following items: Product removal plan - Describe the proposed loading and hauling operations and stockpile site clean-up (not including the coarse debris piles which will be disposed of at a later date) including equipment involved (numbers and types). Indicate based on inspection of the stockpile, what quantity if any would be expected to be left on site as rejected material due to presence of foreign or oversize matter such as dirt or stumps. Contractor will identify what quantity of material they are bidding for (all or part) on a per green ton basis, and submit a bid for each of the provided moisture content ranges. Quality Assurance Plan - How does the contractor plan to provide proof of actual quantity removed for payment determination. Identify what the biomass product would be used for including the beneficiary of any delivery agreements in place. How does the contractor propose to sample biomass for effective moisture content (sampling frequency, interval, and method). Bureau measurement of moisture in December 2004 indicated a 25% moisture content. Road Maintenance - It is not anticipated that road maintenance will be an issue, however, contractor shall consider this circumstance and shall indicate blading specifications, locations of possible temporary roads, construction specifications, equipment involved Fire Prevention Plan - prevention and control of fires, detailed list of personnel and equipment Schedule for Completion of the Work The project is located approximately twenty-five miles northeast of the town of Pioche, Nevada.
