- The Global Positioning Satellite Modernized User Equipment (MUE) Program will be holding industry days on 18?19 May 2005 to discuss potential acquisition strategies and provide information on the Simulator Data Set (SDS) concept. The anticipated agenda will be as follows: 18 May 05?Registration from 8?9 am. 9 am, the GPS MUE Program will be briefing potential acquisition strategies with an open question and answer period to follow. The SDS session will begin at 1pm for offerors interested in this topic. The briefing's purpose is to inform both simulator vendors and potential MUE development vendors on the SDS concept, and simulator requirements and capability. Industry will be provided an explanation of how SDS files can be used to generate an operational M-code signal, and will be given information for acquiring the draft SDS simulator requirements document. The meeting will be unclassified and will last 1-2 hours. 19 May 05-1 hr one-on-one meetings with individual vendors. The Government contemplates that the one-on-one sessions may be lengthened or shortened depending on the number of interested companies. Registration is required for attendance. PROGRAMMATICS: An Ombudsman has been appointed to hear concerns from potential Offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential Offerors when an Offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain Offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an Offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the Offeror.
