- Description
- This is a modification to the synopsis entitled MAINTENANCE, MODIFICATION, AND SUPPORT OF AEROSPACE GROUND EQUIPMENT NND05108039R which was posted on April 8, 2005. You are notified that the following changes are made: Delete the prior synopsis in its entirety and substitute the following in lieu thereof: NASA/DFRC plans to issue a Request for Proposal (RFP) for the following services, which will be primarily performed at NASA Dryden Flight Research Center (DFRC): a. Aerospace Ground Support Equipment (AGE) Maintenance?Provide labor, materials, and management for on-site AGE equipment scheduled and unscheduled maintenance, modification, and overhaul. Maintain configuration control over supported equipment. b. Shuttle Support?Provide Space Shuttle orbit and landing mission support staffing. Operate and maintain all Shuttle Support Equipment per requirements mandated in applicable Kennedy Space Center instructions and directives. Develop, document, and submit recommended changes to existing operating instructions. Maintain configuration control over supported equipment. c. Training?Instruct, conduct, and track formal training of Civil Service and on-site contractor Dryden employees utilizing special purpose vehicles and equipment that requires training per designated standards. d. Special Services?These include, but are not limited to: i. Managing lease agreements for GSA Vehicles ii.Painting of aircraft (size: small fighter or smaller type aircraft) and AGE equipment iii.Maintenance or overhaul of hydraulic systems iv.Dispatch and/or drivers for Center transportation requirements not covered under other existing contracts v. On-site, occasional off site, transport of miscellaneous items such as aircraft parts, airframes, engines, aircraft program support equipment e. Transportation Services?Provide labor, materials, and management of GSA vehicle scheduled and unscheduled maintenance, NASA Owned vehicle maintenance and special non-age equipment. Coordinate closely with DFRC Transportation Officer. f. Technical Liaisons?Provide labor for interface and coordination between contractors or other Government agencies and DFRC during partner aerospace/aeronautics programs and projects. The Government does not intend to acquire a commercial item using FAR Part 12. See Government-Wide Numbered Note "26". The NAICS Code and Size Standard are 336413 and 1,000 employees, respectively. This procurement is being set aside for small business. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about June 10, 2005 with an anticipated: ?Contractor site visit June 15, 2005, and ?Offer due date of on or about July 11, 2005. An ombudsman has been appointed -- See NASA Specific Note "B".
