Description
NAICS Code: 541710 The U.S. Environmental Protection Agency intends to negotiate a sole source purchase order with Dr. Rani Thiyagarajah, New Orleans, LA to prepare detailed, precise descriptions of the hepatic lesions observed in mice exposed to the regulated trihalomethanes (THMs). Mice were exposed by oral gavage to aqueous solution containing either one of the four regulated THMs (chloroform, CHCl3; bromoform, CHBr3; bromodichloromethane BDCM; and chlorodibromomethane, CDBM) or their binary or quaternary combinations. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". For the present pathology work to be consistent and coherent with previous work on these same liver samples, it is critical that the same pathologist that did the preliminary work to do the present work. The period of performance is expected to be from May 2005 through September 30, 2006. This is a non-commercial purchase. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist and, therefore, no RFQ is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
