Description
The scope of the effort entails performing a mix of design, fabrication, installation, integration, verification and fielding of the Non-Live Fire MOUT. Extensive studies by the Marine Corps War-fighting Laboratory has shown that units trained to operate an integrated combined arms team are more successful within the urban battle space and suffer fewer casualties. With this in mind and given the nature of operations in support of OIF the requirement to train Battalion sized forces is critical. This training is required to ensure Marines are properly trained prior to deployment for real world operations in Iraq. Facilities are required in order for the Marine Corps to conduct quality and credible battalion level force-on-force SASO and/or MOUT training. The Non-Live Fire MOUT Facilities will primarily be used for company and battalion force-on-force fire and maneuver training using SESAMs ammunition and MILES gear within an urban terrain facility. The Marine Corps System Command, Program Manager for Training Systems (PMTRASYS), intends to releases a DRAFT Statement of Work and DRAFT Systems Requirements Document for industry comment. The potential offeror or interested parties should provide their comments to the documents indicating ability to meet specified requirements, specific items requiring clarification for responsive industry proposal, and specified requirements which un-necessarily drive system procurement or lifecycle cost. Received comments will be considered by the Government for basis of modification to the subject documents. Comments will not be directly responded to but may be addressed collectively at a future date during or prior to release of the final RFP. This documents and all future documents are available for download from the PM TRASYS website, This request for comment in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract. All information provided becomes USMC property and will not be returned. All proprietary or classified information will be treated appropriately. Submissions are due by email to tara.savage@navy.mil on or before close of business May 22, 2005. Submissions received after this date may or may not be reviewed.
