- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified procedures authorized in FAR Part 13 (not to exceed $100,000). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2005-03. Solicitation #NWWB0300-5-00012 is issued as a request for quote (RFQ). The proposed contract is a 100% Small Business Set-Aside and will be awarded on a firm fixed price basis. The North American Industry Classification System (NAICS) code is 611420 and the small business size standard is $6.0 million average annual receipts. The National Weather Service (NWS) soon will be migrating its database operations from the Informix Relational Database to the PostgreSQL Relational Database. NWS River Forecast Centers (RFC) have developed many local applications which make use of the Informix database. In order to ensure an orderly and efficient migration of these local applications to the new database environment, training related to the PostgreSQL Relational Database and migration of applications from Informix to PostgreSQL is required. The Contractor shall provide a three day, lecture-based PostgreSQL Training class for approximately 30 students from the NWS RFCs. Student exercises are not required. Training will take place at the NWS Training Center in Kansas City, Missouri. The PostgreSQL Training class shall cover the following topics: Psql utility usage Ecpg (comparison with Informix ESQL/C) Creating triggers and functions Using vacuum and analyze MVCC Disk storage Using blobs Exporting and importing databases Improving performance of application Installation and configuration of Postgres Replication The 3-day training session will commence on a Tuesday morning and run through Thursday afternoon. Hours of training will be 8:00 AM thru 5:00 PM each day, with one hour for lunch. The class will be held at a designated time during the month of June 2005. Dates for the class will be agreed upon by the Contractor and the Contracting Officer upon contract award. One copy of the training materials shall be received by the Contracting Officer?s Technical Representative (COTR)at least 10 business days prior to the first day of training. The COTR?s name and address will be provided at the time of contract award. The Government will either approve the training material or notify the Contractor of any necessary changes within 3 business days of receipt by the Government. The following provisions and clauses shall apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2, Evaluation-Commercial Items?The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer will represent the best value to the government, using the following evaluation criteria: 1)Price, 2.) Technical approach and 3.) Past performance; FAR 52.212-3, Offeror Representations and Certifications?Commercial Items? Offerors shall complete the annual representations and certifications electronically at http://orca.bpn.gov; FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
