- May 4, 2005 TO ALL PROSPECTIVE OFFERORS NOTE: This Special Notice information was formally discussed under Reference Number MMS-Notice-001. NOTE: Work Load information will be posted as an amendment. SUBJECT: Draft Performance Work Statement (PWS) for the Department of State World Wide Cross Media Services A-76 Competition The Department of State (State Department) is releasing this draft PWS for public comment. This draft PWS is released for information and planning purposes only. NO PROPOSALS ARE BEING REQUESTED AT THIS TIME. This release includes a draft PWS, including a performance standards, historical workload, and reference information. Other requirements, such as the transition schedule, service provider interfaces, service provider compensation, detailed reporting requirements, and the government furnished items list are still under development. The State Department?s objective in conducting this competition is to create a more responsive and cost effective infrastructure for cross-media publication creation, manufacturing and delivery to better meet the diverse information needs of its domestic bureaus and overseas missions which span the entire gamut of electronic and printed products and require a wide range of delivery requirements. The State Department intends to partner with the Service Provider ultimately selected to the maximum extent possible in order to accomplish this objective. All interested parties are encouraged to comment on any aspect of this release. In particular, the State Department is looking for insight and input on the following: 1. Based on our objectives and desire to establish a partnership, how should we buy these services? What type of contract? What should the period of performance be? What would be a reasonable phase-in period? 2. What incentives would motivate you to submit an offer? 3. Are there any deterrents in this draft PWS that would discourage you from making an offer? 4. What information do you need to prepare your offer? 5. Are there any requirements that would restrict you from providing an innovative solution? The State Department will consider all comments received but does not intend to formally respond to any specific comments. Comments received will be dispositioned on a non-attribution basis and considered as appropriate in any updates to the PWS prior to issuing the final Solicitation. Comments should be submitted by email to James S. Rogers@rogersjs@state.gov. All comments must be submitted no later than May 20, 2005, 12:00 noon, Eastern Standard Time. It is anticipated that on or about August 4, 2005, an Industry Day will be held so that all interested parties may gather in one place for the purpose of networking, teaming/Joint Venture possibilities and so that the government may clarify their intensions. The exact time, date and location is pending. In order to establish the exact time, date and location, the government requires that those who plan on attending the Industry Day notify Mr. Rogers, via his email, of the name, position and company name of those that will be present. This notification must be received by COB May 20, 2005. The State Department appreciates the interest expressed to date in the Worldwide Cross Media Services A-76 competition.
