- All references to proposal due dates are changed to May 16, 2005, 3:30 PM. RE: Questions & Answers - QUESTION #1: The Statement of Work SCOPE (Paragraph 1.0) states "This statement of work (SOW) defines the effort required for product evaluation and product demonstrations for commercial off-the-shelf (COTS) property management system." In addition the SOW explains the requirements for the product demonstration, testing, evaluation, and the proposal requirements. The evaluation criteria also cover the ability to meet the technical requirements, past performance, and price. The SOW, Attachment A does not provide information regarding the requirements for overall implementation and integration of the solution into the NSF environment. Therefore, are the firm fixed price costs that you require in the PRODUCTION SCHEDULE for the Base Period 6/1/05 - 5/31/06 "Installation, Data Migration, Training" for the product evaluation portion of the solution? Also, are these 3 areas (Installation, Data Migration, Training) the only areas you require to be priced? ANSWER: The line item "Base Period 6/1/05-5/31/06 “Installation, Data Migration, Training $___________" is revised to include only training on the proposed system. Base Period – Training $___________". QUESTION #2: The Statement of Work, Evaluation Criteria (Paragraph 3.3) states "The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 23, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government." Based upon this statement has a determination been made (as of this date) by the Government to not compete the proposed effort? ANSWER: See Amendment to Combined Synopsis/Solicitation 02 - Posted date on 04/07/2005 for your answer to the above question. QUESTION# 3: Based upon the answer to question # 2. "Will the existing data need to be transferred into the new system? If so, what format will that data be received? Existing data would need to be transferred. NSF's system integrators will be able to convert this data in accordance with the vendor's specifications." Is this stating that NSF has already determined their Systems Integrator for this solution, or can a software vendor submit with a Systems Integrator as the Prime? ANSWER: NSF intends to procure integration services separately. See answer to question #1.
