Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is TIRNO-05-Q-TEI06 and is being issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-03. The Internal Revenue Service has a requirement for an individual to provide services as an executive level seminar planner for the Explorers Series to the Treasury Executive Institute (TEI). The goal of the series is to bring great thinkers from other disciplines to government officials and executives. The key objective of the executive planner is to develop and carry out the seminars through established contacts in the speaking and publishing industries and to assist TEI with the marketing of the seminars. The executive planner will work closely with TEI staff in selecting the appropriate speakers and planning the events. The majority of the work will be performed from the contractor?s work site. The executive planner?s duties include: CLIN 001: Researching recently published book titles and authors appropriate to program objectives. CLIN 002: Contacting publisher and author to establish availability and cost. CLIN 003: Obtaining multiple copies of books at discount prices. CLIN 004: Providing marketing materials to TEI. CLIN 005: Researching alternative meeting venues when needed and present options with cost to TEI. CLIN 006: Providing onsite support at sessions to include logistics of speaker and other presenters. CLIN 007: Meeting with TEI Director as needed to select and plan programs. CLIN 008: Arranging for delivery of books to seminar site at no additional cost. The period of performance will be from date of award to September 30, 2005 with two option years from October 1, 2005 to September 30, 2006 and October 1, 2006 to September 30, 2007. The evaluation criteria are as follows: (1) Demonstrate: (a) general understanding of the work to be accomplished by working with government clients (b) knowledge of continuing professional development needs of the target audience of managers and senior executives and experience identifying topics to address those needs (c) success in providing authors for events on a given timetable and providing access to quantity books (d) experience in dealing with a variety of people, including high level government/corporate officials, authors, booksellers and community citizens to coordinate a successful book events (e) experience in locating and providing sites for events and making logistical arrangements according to given criteria (f) specific experience in market research and writing advertising copy to generate interest in a variety of books and topics (2) Provide a minimum of three references for the criteria listed in item 1. The following incorporated clauses and provisions are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.217-5, Evaluation of Options. Offerors not in possessions of the above referenced clauses and provisions in full text may obtain a copy via the INTERNET at http://www.arnet.gov or by contacting the contract specialist. All responsible sources who can provide the above requirements shall submit written quotation no later than 15 days from the posted date of this announcement. No solicitations will be issued, therefore such requests for solicitations will be considered non-responsive. This is a 100% set-aside for small businesses. Award will be made to the responsible offeror whose bid conforms to the RFQ and is most advantageous to the Government, price and other factors considered. Requests for the RFQ and questions shall be submitted in writing via mail, facsimile or email. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. Responses over ten pages in total will not be accepted by fax.
