- The National Park Service intends to issue an Invitation for Bids (IFB) for repaving the access roads to two sites. One site leads to the Mt. Pisgah Wastewater Treatment Plant on the Blue Ridge Parkway, Milepost 407.8, in Haywood County, near Asheville, North Carolina 28803. The other site is an access road leading to the Craggy Garden Well House at MP 364 in Buncombe County, near Asheville, North Carolina 28803. The solicitation I5140050047 will be issued electronically and will be available on or about May 19, 2005 at http://ideasec.nbc.gov. Paper copies of this solicitation will not be available. Responses will be due approximately 30 days following issuance of solicitation. Bidders wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. The work of this contract includes repaving a deteriorated access road to provide a smooth driving surface. The length to be repaved at MP 407.8 is approximately 2,500 feet. The length to be paved at Craggy Gardens, MP 364, is approximately 1,390 feet. The work requires grinding and mixing existing asphalt pavement with existing base material OR installing new base material for grading and compacting base material; installation of new asphalt concrete base pavement; traffic control at entrance to work site; and, proper disposal of all excess and unusable materials. The work may include additive items for cleaning and inspection of culverts and installation of new culverts. A site visit will be scheduled for all interested parties with the location, date and time to be announced in the solicitation. The Government intends to award a firm fixed price contract to the lowest responsible bidder. Multiple awards may be made. The NAICS code for this project is 237310 and the small business size standard is $28.5 million. All responsible sources may submit a bid which will be considered. In accordance with FAR subpart 36.204, the price range is between $100,000 and $250,000. Prospective bidders must register on the Central Contractor Registration website at http://www.ccr.gov in order to receive awards from federal agencies, as well as the National Business Center website at http://ideasec.nbc.gov.
