Description
Item: Drilling System, Well, Rotary, Truck Mounted. NSN: 3820-01-246-4276. Quantity: 11. FOB Origin. The offer date is on or about 20 June 2005. Method of Acquisition: Sole Source. This action is to award a Contract for the Service Life Extension Pro gram (SLEP)and the Army RESET Program for the Drilling System, Well, Rotary, Truck Mounted, Air Transportable, 600 Ft. Capacity, Model LP-12, NSN 3820-01-246-4276. The action for the SLEP Program will take 3 Army LP-12s and make them to a like new conditi on. The Contractor will also be required to keep as much logistics commonality with the original LP-12 rather than trying to modernize or upgrading the Well Drilling Rigs. There is a Support Truck as part of the Well Drilling Rig. This action will only cover the SLEPing of the Well Drilling Rig. This effort will include the requirement to RESET 8 each, Drilling System, Well, Rotary, Truck Mounted, Air Transportable, 600 Ft. Capacity, Model LP-12; this includes the Support Truck. The Army RESET Program requires a 60 day turn-around from the date of the contract or delivery order. Because the vehicles repaired under RESET may likely be re-deployed in the near future, the expediency of this effort is critical to the success of the Global War on Terrorism . HQDA Operational Order (OPORD) 04-01, dated 24 Nov 03, cites the necessity for the Army to RESET/Reconstitute units to meet global commitments and contingencies. The requirement is to have units returned to ready to fight status within 120 days of return of their equipment to home stations. The system must be repaired to conform to the operational requirements/standards of Technical Manual (TM) -10 and -20 series Preventive Maintenance Checks and Services of TM 5-3820-256-10. This action is planned on a sole source basis to George Failing Company, GEFCO. TACOM proposes to award a Firm Fixed Price 5-year Long Term Contract for this action. Other interested parties must be able to adequately demonstrate the ability to perform the required work.
