- Sustainment/supportability contract for the GBS in support of the Space and Missile Center?s MILSATCOM System Sustainment Office (SMC/MCL), Peterson AFB CO, the Electronic Systems Center?s GBS Joint Program Office (ESC/NI4G), Hanscom AFB MA and the Ogden Air Logistics Center?s Space Supply Chain Management branch (84th SCSG/GBSSS) and Software engineering Division (MAS), Hill AFB UT. The purpose of this action is to establish an IDIQ type contract in support of Global Broadcast System (GBS) to be procured through the establishment of task/delivery orders against the IDIQ contract. Contractor shall provide all labor, other parts/materials and equipment to accomplish this effort. This shall include: -the joint war-fighting forces with seamless support during the transition from acquisition to sustainment. -high caliber engineering/technical services to support the GBS (including software support, configuration management, sustaining engineering, Diminishing Manufacturing Sources and Material Shortages (DMSMS) support and support for hardware /software technology updates driven in large part by obsolescence -for operation and maintenance (O&M) service of GBS Satellite Broadcast Managers (SBMs), Primary Injection Points (PIPs) and help desk -GBS supply chain management support for spares and repairs (including stocking/warehousing, packaging and shipping) Duration: 2 year Basic, Plus two 1-year options Item: Services and Supplies for GBS Sustainment Description: Transition support for the GBS from a development program to sustainment to include seamless sustaining engineering/technical services, operation and maintenance of GBS SBMs and PIPs, supply chain management support and software support to include Custom Software maintenance. To: Raytheon Company, Reston, VA 20191. Authority: 10 U.S.C. 2304(c)(i) as implemented by FAR 6.302-1 Justification: The proposed contract action is to transition supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. It is suggested that small business firms or others interested in subcontracting opportunities in conjunction with the described procurement make contact with the firm listed. This notice is not a request for competitive proposals. However, all responsible sources may submit a proposal which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Impediments to full and open competition which exist are due to the following conditions: A. Lack of required data. B. Need for uninterrupted GBS service. C. Specialized services and software support requirements. Therefore, a 2 year basic with two 1 year options is sought to avoid unacceptable delay and to secure uninterrupted and seamless service to the joint war- fighting forces. This structure will provide for possible competitive bid upon contract completion.
