Description
THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT. THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. This presolicitation notice is in reference to the Migrant Student Information Exchange (MSIX) that was previously referred to as MSIE. This notice is issued to all interested parties through full and open competition. The Education Department (ED), Headquarters, Office of Procurement, intends to acquire comprehensive MSIX services to meet ED, Office of Migrant Education (OME) mission requirements in response to the No Child Left Behind (NCLB) Act, Section 1308(b). ED anticipates awarding a cost-plus-incentive-fee (CPIF) contract to a single provider. The Contract will have a one-year Base and four one-year options. Performance will begin on/about January 1, 2006. A Draft Performance Work Statement (PWS) is located at http://www.fedbizopps.gov/ and available for comments/questions. Certain attachments referenced in the PWS will not be included for comment with this notice but will be posted when available. All comments/questions based on the DRAFT PWS should be provided via e-mail, no later than May 18, 2005. Only electronic comments will be accepted and should be directed to the following e-mail addresses: Victor.Cairo@ed.gov and Sylvia.reid@ed.gov. Please include the name of a point of contact, e-mail address, telephone number and facsimile number. Questions will be addressed no later than May 29, 2005 and posted to the following website: at http://www/fedbizopps.gov/. It is the responsibility of each Offeror to seek clarification on any perceived ambiguity in the draft PWS, resultant solicitation or subsequent amendments issued. With the exception of written questions pertaining to the solicitation, ED will not accept written correspondence, literature or any other proposal-type submissions from companies during the DRAFT PWS review period. Following receipt of DRAFT PWS questions and posting of answers, it is anticipated that a FINAL RFP will be issued by this agency on or about June 20, 2005. This is an estimated date of release ONLY.
