- The FISC Norfolk Procurement Office, Northeast plans to issue a Request for Quote (RFQ) to acquire a Civilian Employee Assistance Program (CEAP) for approximately 8000 employees throughout the United States mainly in the northeast, and provides better accessibility with nationwide offices, as well as an expanded training program for each activity Human Resources Groton supports. The period of service will be one (1) base year, with an option to renew on a yearly basis for up to 2 additional years. Option years are exercised at Government discretion. Contractor must be able to provide counseling at a location within the employees commuting area to the employee or employees dependents. The range of problems to be covered includes alcohol, drug abuse, mental health problems, and other personal problems that may adversely impact on the employees job performance, attendance or conduct. This synopsis for commercial services is prepared in accordance with the information! in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13 as supplemented with the additional information included in this notice. The solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). This is a total small business competitive action. The government intends to award a single award. NAICS Code is 621999 and the Size Standard is $5.0 million. Central Contractor Registration (CCR) as required by FAR 4.1102 apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Questions regarding technical or contractual issues must be addressed to the Contract Specialist via email or fax ONLY. It is anticipated that the Request for Quotation will be ready for release on or about May 10, 2005.
