Description
The Marine Corps Air Station, Cherry Point, NC has a requirement for a data voice telephone recorder, adapter, CMDP video and analysis modes and CMDP technical support and maintneance. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-05-T-3331 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27 and Defense Acquisition Circular 98-60. This acquisition is under the North American Industry Classification System code 334310, with a small business size standard of 750 employees. This requirement is for a firm fixed priced contract, brand name or equal, for the following item: Item 0001: 2 each Data Voice Telephone Recorder, P/N HS100-2187/1, description - CH300 D20f/200f series cartridge with 256GB hard drive IRIG106CH10. Item 0002: 1 each Adaptor, P/N 182190 description ? 29160 Adaptec. Item 0003: 1 each Video and Analysis Modes, P/N EMCCMDP-MAM, description - CMDP + Mission Video and Analysis Modes providing sychronized replay and display of up to (4) IRIG106 Chapter 10 Mil-Std-1553 buses and (4) video data format 0 MPEG-2 channels, time and event exports of Mil-Std-1553 data to CSV files. Item 0004: CMDP Technical Support and Maintenance, P/N EMC-CMDP-TSM. The manufacturer of these brand name items is Heim Data Systems, Inc. The CH-300 D20f/200f series cartridge is a recorder\reproducer device called a brick. Each shall come with a 256 Gigabyte hard drive installed. Each device must meet a format and standard for high speed data rate transfer that is defined by IRIG106CH10 and the United States Air Force as MIL-Std-1553. Each device shall use an Adaptec SCSI interface circuit card to communicate with a computer that is used for synchronized replay and display of 4 video channels, 4 telemetry/data Mil-Std-1553 buses and two mpeg channels. The device shall be provided with proprietary software that will enable the user to export Mil-Std-1553 time and event data to a computer using CSV file formats. Each device shall be capable of recording video\data\telemetry at a 4.5 Megahertz per second rate for 12 hours. The delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533 as soon as possible. Please quote your earliest possible delivery date. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2005). FAR 52.212-3, Offer Representation and Certifications-Commercial Items (JAN 2005), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (OCT 2003). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2005), to include clauses (14) (15) (16) (17) (18) (19) (20) (26) and (31). FAR 52.211-6 Brand Name or Equal (AUG 1999). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JAN 2005), applies with the following clauses applicable for paragraph (b); DFARS 252.225-7036 Alt 1, Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Payment Program (JAN 2005); DFARS 252.232-7003 Electronic Submission of Payment Requests (JAN 2004) and DFARS 252.247-7023, Transportation of Supplies by Sea (MAR 2000). Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price and delivery alone. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-A7. All quotes must be received no later than 4:oo PM, local time, May 18, 2005. All quotes not sent through the US mail (excluding Email and faxes) shall be sent to Cunningham Street, Building 159, Door T1, MCAS, Cherry Point, NC 28533. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM. NOTE: A completed copy of provision FAR 52.212-3 Alternate I shall be submitted with the offer.
