This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. Q2117051965 is issued as a Request for Request for Quote (RFQ) and will be awarded as a firm-fixed price Order for Commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 532411; the size standard is $20.5 million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The solicitation items are as follows: Objective: To revisit South Florida NPS Coral Monitoring Sites for year two of benthic resource monitoring. Mission Scope: To accomplish the mission, the NPS requires a vessel to support four biologists for a minimum of 10 days, up to 14 days. The vessel will be responsible for providing SCUBA air fills, food, berthing, all diver support functions, and transportation to and from Miami, FL. Dates: Depart from Miam, FL, June 13, 2005, return once monitoring objectives are completed, not to exceed 14 days. Equipment required: SCUBA Compressor with capability to produce clean air fills for up to 9 80 ft3 each day, continuous A/C electrical current for charging batteries for cameras, scooters, and associated sampling gear. Provide freshwater required for rinsing equipment daily. Provide meals and beverages for full scientific crew. Ensure adequate fuel to meet all need. Have all Coast Guard required equipment to ensure safe mission. Provide air conditioned living and berthing space for the duration of the mission. GPS navigation equipment will be required. Service shall be delivered beginning on June 13, 2005. The following FAR provisions and clauses are applicable to this acquisition: FAR 52.2211-06 Brand Name or Equal FAR 52.212-01 Instructions to Offerors-- Commercial Items, FAR 52.212-03 Offeror Representations And Certifications - Commercial Items FAR 52.212-04, Contract Terms and Conditions-- Commercial Items, FAR 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-- Commercial Items, FAR 52.222-21 Prohibition of Segregated Facilities FAR 52.222-26 Equal Opportunity FAR 52.222-36 Affirmative Action for Workers with Disabilities, FAR 52.225-11 Restrictions on Certain Foreign Purchases FAR 52.232-34 Payment by Electronic Funds Transfer-Other than Central Contractor Registration FAR Clause 52.212-2, "Evaluation Commercial Items" applies to this solicitation and the following criteria evaluation criteria (arranged in their order of importance) shall be used to evaluate offers: (1) Past Performance (2) Technical capability to meet the Government Requirement and (3) Price. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. For this solicitation, vendors wishing to respond to this RFQ should provide this office with the following: A price quote on company letterhead for the requested items showing unit price, delivery time after receipt of order, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items. This form may be requested from the Contracting Officer by FAX or email. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
