Description
REQUEST FOR INFORMATION The Centers for Medicare & Medicaid Services (CMS) is looking to identify Small Business sources, with prior experience, for potential award of a contract to perform a time study of nursing home Medicare Data Set (MDS) information to support the redesign of a uniform assessment instrument (see attached DRAFT Statement of Work). This RFI is intended to support informed decisions with regard to setting aside a procurement for Small Businesses. Project Background: Please see attached Draft Statement of Work (SOW) entitled Time Study Project Data Collection and Analysis, for details. Requirements for Submitting RFI Responses to CMS: CMS requests that interested Small Businesses only with past experience performing the same or similar work identified in the SOW provide a response to this RFI. Small Businesses ? If you do not have prior experience with the Statement of Work requirements, please do not respond to this RFI. Large businesses ? Please do not respond to this RFI. Responses should be submitted as an email attachment in a Microsoft Word document or PDF format and include the following information. Please note that responses are limited to 8 pages total. 1. Small Business Information -- a. Company Name b. Company Address c. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) d. Company Point of Contact, Phone and Email address e. Point of Contact, Phone and Email address of individuals who can verify the capabilities/experience identified in the responses. 2. Questions to Prospective Contractors. 1. Do you have experience in the following areas? If so, please describe. knowledge of how the Minimum Data Set 2.0 (MDS) is used in payment under state and federal skilled nursing facilities (SNFs) and nursing facilities (NFs) Prospective Payment Systems (PPSs) understanding of MDS coding structure and instructions contained in the Resident Assessment Instrument (RAI) manual knowledge of the resource utilization groups (RUG) III classification system used in Medicare SNF PPS knowledge of the RUG III classification system used in Medicaid PPS, including state variations non-therapy ancilliaries? impact on financial costs for SNFs or NFs calculation of case-mix indices national or state time studies of SNFs or NFs sample design related to large multistate time study surveys, development of stratified random samples, and determination of aggregate sample size and study design criteria developing/updating case mix classification algorithms for payment under the SNF PPS coordinating among and communicating with multiple stakeholders (nursing home and other provider organizations, state Medicaid agencies, nursing homes, beneficiaries, advocacy groups, and state survey agencies) training clinical and administrative personnel on both methods to conduct time studies and clinical requirements to collect and complete MDS data reviewing medical records to extract data and compare medical records to the MDS reviewing medical records to evaluate medical necessity and other Medicare criteria supporting the provision of skilled care furnishing equipment to collect time study data from SNFs or other health organizations providing support to time study data collectors including manuals and a telephone hotline manipulating raw data into manageable data files for analytical purposes assessing the residents In addition to the above, Small Businesses should identify any proprietary information in its RFI response. Proprietary materials will neither be distributed to, nor discussed with, any other organization. Information submitted as a result of this RFI will be used at the discretion of the Government. Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. Please be advised that CMS will not respond directly to organizations submitting information in response to this RFI. The information received will be used solely to make an informed decision with regard to setting aside a procurement for Small Business and to address SOW issues that need clarification or revision. CMS does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited.
