- This is a Request for Information (RFI) and is not a request for proposals nor does it constitute a statement of a current government requirement. The United States Coast Guard (USCG) is interested in information from industry on best practices for aircraft leasing, and associated training, maintenance and related support services. The USCG seeks comments and suggestions to improve future requirements statements. Any information provided to the government in response to this RFI is strictly voluntary and at no cost to the government. This is an industry survey requesting information that may be used in support of the potential requirement as stated in the attachment. No contract will be awarded from this announcement. This is not an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a mailing list. Data submitted in response to this market survey will not be returned. Information is being requested in order to improve future requirements. Information received will not be used to evaluate contractor capabilities. Private sector Aircraft Leasing suppliers are invited to submit written comments via email, on any aspect of the potential requirement described in the Statement of Objectives (USCG.Lease1) which is attached to this RFI. The written response should contain a point of contact for follow-up communication. Comments and suggestions are welcome, describing current business practices which differ substantially from those stated in the SOO, including but not limited to: Terms and conditions of lease agreements, maintenance agreements, maintenance service, logistics support, early termination, standard and/or Government Furnished Equipment, configuration and delivery timeframes, price structure or components, pilot and maintenance personnel training, technical support, availability of aircraft maintenance records. Responses are requested no later than 9:00 am May 9, 2005. The USCGA specifically requests information on suggestions for a Statement of Work or Performance Work Statement or Statement of Objectives, Performance metrics and industry standards, questions for clarification, suggestions for contract type, and any other suggestions deemed helpful as the solicitation is developed. Electronic responses are preferred. Questions submitted will not be available and answers will not be published or provided to questioners, but may be used to improve a future requirement statement. It is requested that electronic responses be provided in any of the following format: Microsoft Word, Excel, or PowerPoint; or Adobe Acrobat. All interested parties regardless of size are encouraged to respond to this request for information. Responses may include an indication of interest in any future requirement.
