Description

The USDA, Agricultural Marketing Service (AMS), Cotton Program (CP) intends to procure 51,600 woven polypropylene sample sacks (used for transporting cotton samples). A pre-production prototype sack (s) is to be submitted to USDA, AMS, Cotton Program with your quote no later than Friday, May 13, 2005. Quotes must be based on delivery of above quantities by July 1, 2005. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. The solicitation number and a statement that the solicitation is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGAR) can be accessed on the internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar/html. The associated NAICS code for this effect is 314999 and small business size standard is 500 employees. This requirement consists of the purchase and delivery of 51,600 woven polypropylene sample sacks to be delivered to 11 USDA offices listed in Specifications. Each pre-production prototype sack will be tested and must be approved before quote can be accepted. All quotes and prototypes must be received by the closing date of the solicitation and will be considered best and final. The provision at 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2005). The provision at 52.212-2, Evaluation ? Commercial Items (Jan 1999) applies to this solicitation. Offerors must include a complete copy of 52.212-3 (Jan 2005) with the quote. The Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (Oct 2003) applies to this solicitation. A competitive award will be made to the responsible firm with the lowest priced technically acceptable quote. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items (Jan 2005), applies to this acquisition.
