- DESCRIPTION: The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive Office ??? Command, Control, Communications, Computers, Intelligence and Space (PEO C4I and Space), Networks, Information Assurance, and Enterprise Services Program Office (PMW 160) has a requirement for PC workstations, laptops, printers and peripherals to fulfill afloat and shore requirements outside of the Navy Marine Corps Intranet (NMCI) purview. The purpose of this Sources Sought notice is to determine whether the procurement can be contracted on a Small Business Set-Aside basis. The issues below are to provide ample information for interested small business parties to address their capability to meet the proposed contract requirements. THIS IS A SOURCES SOUGHT ONLY: This Sources Sought is issued solely for information and planning purposes ??? it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. However, the Government anticipates issuing an RFP for the above stated requirements in the 3rd Quarter of fiscal year 2005. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this notice will be solely at the interested party???s expense. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. A Statement of Requirements (SOR) and a minimum specification file have been attached to this notice to illustrate the requirements. Specifically, a prospective small business source must demonstrate the capability to meet requirements by providing answers and information to the following questions: 1. What warranties or extended warranties are offered for PCs and Printers? Can PCs be offered with no warranties? 2. Can the vendor meet the requirement of a 12-month production baseline for all end item configurations as shown in the attached minimum specification file? Due to Navy operational testing requirements, the Navy has a requirement to ???freeze??? the baseline (i.e. provide the same model of computer for at least 12 months). 3. Is the vendor able to notify and recommend a solution to the Government for End-of-Life (EOL) hardware items 6 months before the EOL date? 4. Can the vendor manage/meet DoD mandated requirements for Unique Identification (UID)? 5. What alternatives can industry provide for equipment storage, delayed manufacturing, and shipping (CONUS/OCONUS) of equipment to suit rapidly changing Naval ship installation availabilities? 6. Can the vendor provide Help desk support as stated in the SOR, for the estimated capacities stated in Item #14? 7. Can the vendor supply Adjustable Mounting Kits that will pass Shock Grade B testing requirements? 8. Can the vendor factory load GOTS Software before shipping? 9. Can the vendor provide all end item configurations as shown in the attached minimum specification file (except ruggedized laptops) from the same manufacturer???s product? 10. Can the vendor provide all end item configurations as shown in the attached minimum specification file (non-internal pieces, e.g.. the Standard PC) that meet the mandatory environmental specifications for Shock, Vibe, Airborne Noise, Structure Borne Noise, EMI, Power (MIL-STD 1399), and Temperature per the Safety and Environmental Guidance section of the SOR? 11. Will the vendor???s Quality Management System meet the requirements of ISO 9001:2000 standards (if so, provide ???Supplier???s Declaration of Conformity???) and support Internet Protocol Version 6 (IPv6) with Internet Protocol Version 4 (IPv4) shut off when available? 12. What capability does the vendor have to support Outside the Continental United States (OCONUS) shipping requirements? 13. Will all equipment delivered be on the Microsoft hardware compatibility list (HCL) for Windows 2000, Windows XP, and Windows Code Name ???Longhorn??? (when released)? 14. The Navy estimates procuring an average of 20,000 PCs with peripherals, 2,300 Laptops with peripherals, and 1,200 printers per year. Please provide a list of information technology procurement contracts you have won over the past 10 years in excess of $100 million. Please provide contract number, list of subcontractors, and customer POC information. 15. Please provide a list of backorders and the total capacity to perform additional work. RESPONSES: Interested parties are requested to respond to this Sources Sought with a capability statement that addresses the issues noted above, in the format and delivery noted in the following section. FORMAT: Capability statements in Microsoft Word for Office 2000 compatible format are due no later than May 10, 2005. Responses shall be submitted via e-mail only to Gwen Valdivia, Contract Specialist (gwen.valdivia@navy.mil). Please be advised that all submissions become Government property and will not be returned. PEO C4I and Space, PMW 160 intends on having contractor support personnel (e.g., Booz Allen Hamilton) review and evaluate capability statements. Accordingly submittals shall not contain any trade secrets. If any responder has concerns with release of its submittal to support contractor personnel, please state so in your submittal. CONTENT: The capability statement shall provide administrative information, and shall include the following as a minimum: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. INDUSTRY DISCUSSIONS: SPAWAR representatives may or may not choose to meet with respondents. Such discussions would only be intended to get further clarification of potential capability to meet the Government requirements. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to the contract specialist, gwen.valdivia@navy.mil. Verbal questions will NOT be accepted. Questions will be answered via posting answers to the SPAWAR E-Commerce Central website; accordingly, questions shall NOT contain trade secrets or classified information.
