Description
United States Army Corps of Engineers intends to award a firm fixed price contract for construction of a Modified Record Fire Range at Fort Leonard Wood, MO. All proposals from responsible vendors will be considered (full and open competition for all business sizes). Work includes, but is not limited to, Upgrade existing range complex facilities with the construction of one classroom with administration area and male and female latrines, new bleachers, covered walk-in foxholes, observation tower, PA system, Next Generation Army Targeting System (NGATS) with support infrastructure, utilities, telecommunications support, ammunition storage facility, general storage facility, sewage treatment system, well and well house, lane markers, muzzle flash sim ulators, firing point quartz lighting, lighted range pole, earthwork, and a paved dumpster staging pad. Tower will have lightning protection. Classroom air conditioning (11 tons) and heating (gas heat) shall be provided by self-contained units. Observatio n tower heating, ventilation, and air conditioning system provided by self-contained units. Demolish existing tower facility and classroom. Anti-terrorism/force protection measures include laminated glass, security fence and barriers. Site approval has bee n obtained and site is a Category III due to long time use as a range and the possibility of encountering contamination from small arms firing. The Magnitude of this project is: $1,000,000 to $5,000,000. Competition under this solicitation is unrestricte d; this agency will consider proposals submitted by all responsible sources. There is a new Federal Integrated Acquisition Environment (IAE) initiative called Online Representations and Certifications Application (ORC A). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to th e language in FAR case 2002-024, vendors are required to use ORCA beginning 1 January 2005. Detailed information can be found in FAR Case, as well as by visiting the Help section of the website at http://orca.bpn.gov. The help section includes ORCA backg round information, frequently asked questions (FAQ), the ORCA Handbook, and whom to call for assistance. PLEASE NOTE: NEW CCR REQUIREMENTS: Prior to bidding, vendors must be actively registered in the Central Contractor Registration (CCR) system, includin g creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a bid, a bidder acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause #252.204-7004. Prospective contractors must be registered with CCR prior to contract of award.
