Description
This is not a solicitation. Department of Veterans Affairs, Veterans Integrated Service Network 23 (VISN 23) does not presently intend to award a contract based on responses to this solicitation. Should a subsequent solicitation be issued the acquisition shall be conducted in accordance with applicable Federal Acquisitions Regulations (FAR). NAICS code 421430 ? ?Computer and computer peripheral equipment and software wholesalers,? with a small business size of 500 employees applies to this RFI. IN ACCORDANCE WITH FAR PART 15 ? 52.215-3 - REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ?proposal? and ?offeror? are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Market Research the Department of Veterans Affairs Veterans Integrated Service Network 23 is seeking to obtain delivery information and capabilities for planning purposes. This RFI is intended to identify sources capable of delivering the requirement. VISN 23 employs approximately 3000 clinical staff members requiring 24/7 scheduling of both in and out patient environments, utilizing a variety of shifts. Current sites and number of potential users are: FARGO, ND ? 182, MINOT, ND ? 3, FERGUS FALLS, MN ? 4, BISMARCK, ND ? 3, GRAFTON, ND ? 2, SIOUX FALLS, SD ? 224, HCS FORT MEADE, SD ? 215, HOT SPRINGS, SD ? 85, MINNEAPOLIS, MN ? 928, SUPERIOR, WI ? 8, CHIPPEWA FALLS, WI ? 1, ROCHESTER, MN ? 2, OMAHA, NE ? 285, LINCOLN, NE ? 27, BETTENDORF, IA ? 11, QUINCY, IL ? 3, DES MOINES, IA ? 153, DUBUQUE, IA ? 7, GALESBURG, IL ? 7, GRAND ISLAND, NE ? 45, IOWA CITY, IA ? 298, KNOXVILLE, IA ? 173, MASON CITY, IA ? 6, WATERLOO, IA ? 9, NO. PLATTE, NE ? 3, ST CLOUD, MN ? 291, BRAINERD, MN ? 9, MONTEVIDEO, MN - 4 Vendors are to provide information regarding Commercial off the Shelf (COTS) software available via a General Services Administration Federal Supply Schedule Contract. The software should be: easy to use; intuitive; mouse driven; GUI; available to all VISN 23 facilities; capable of scheduling clinical staff; compatible with current operating systems (OS). If product(s) offered are personal computer (PC) based; OS=Windows XP; if to run on a thin client (browser based) it needs to run on Windows 2000 Advanced Server; permit configuration and customization to meet nursing needs; programmable to establish and recognize rule violations (i.e. AFGE master agreement); identify schedule incompatibilities without manual interpretation; enable proactive staffing decision on a shift basis; alert use regarding staffing deficits or over-staffing based on patient census, acuity, employee absenteeism or schedule changes. Corporate information shall include, at a minimum; company name, address, telephone and fax number, Point of Contact (POC), company?s status in accordance with SBA standard for the applicable NIACS code, DUNs. If products are available via a General Services Administration (GSA) Federal Supply Schedule (FSS), Schedule 70, SIN 123-32 or 132-33 apply, submit FSS contract number and maximum order limitation (MOL).
