Description
The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to Public Health Foundation Enterprises, Inc., 13200 Crossroads Parkway, Suite 135, City of Industry, CA 91746, is the only known provider for this particular services. The MMR2 project is a twelve-year study which seeks to determine the long-term persistence of immunity in children after vaccinaton with a second dose of measles-mumps-rubella vaccine (MMR2). Since 1994, serum have been drawn periodically from study subjects in Wisconsin and tested by gold standard methods in reference laboratories. Testing for rubella and mumps antibodies has been performed throughout the study by California State Laboratories. A core outcome of the study is following each study subject?s level of immunity over time, using identical gold standard tests under identical reference laboratory testing conditions and with identical immunity criteria. For more than ten years, California State Laboratories has provided good testing results at relatively low cost. The current purchase order would provide confirmatory testing on existing sera to reconcile certain inconsistencies in results as well as to perform new tests or sera just drawn. No other laboratory would be able to provide identical gold standard testing under identical conditions. Only one responsible source and no other services will satisfy agency requirements. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of FAR Part subpart 6.302-3 Industrial mobilization; engineering, developmental, or research capability; or expert services. Authority. (1) Citations: 10 U.S.C. 2304(c)(3) or 41 U.S.C. 253(c)(3). Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order? to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center; or to acquire the services of an expert or neutral person for any current or anticipated litigation or dispute. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
