Description
: The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service Santa Cruz Laboratory has a requirement for a commercial fishing vessel to conduct research on adult groundfish in the vicinity of Monterey, California beginning in late 2005 and continuing through late 2006. A typical day at sea for longline gear would entail approximately 5 sets with a total of approximately 10,000 hooks. A typical day at sea for gillnet fishing would be about 4 sets, each approximately 1000 yards. Depending on depth, trap size, and soak time the typical number of traps to be deployed could vary substantially. A cruise typically will not be expected to mix gear types. Charter Vessel Shall have:1. A minimum length of 40' is highly desired.2. dry storage area (around 100 cubic feet) for storage of scientific equipment, cold storage area of sufficient size to allow storage of specimens and ice (at least 750 cubic feet), potable freshwater for personal and vessel use, appropriate head and galley facilities for vessel and scientific crew.3. Vessel must be designed, constructed, and maintained for sea-kindliness and safety.4. Vessel must meet all U.S. Coast Guard safety standards for vessels of her style and length. 5.The vessel shall be required to have a USCG inspection. 6. The vessel must have adequate personal flotation devices and life rafts to accommodate all persons aboard. Vessel shall meet all U.S. Coast Guard marine debris disposal requirements. 7. Electronic Equipment Requirements: (Note: all items should be redundant, ie., two of each) a. Radios: VHF, battery backup for radios in event of loss of normal power b. GPS, preferably with a chart plotter c. Radar, minimum of 20 mi range 4. Depth sounder, minimum depth range 500 fm The offeror must provide an experienced crew that consists at a minimum of two (two) 2 persons: a Captain and an Engineer / fisherman. The charter work will start and end at a suitable wharf at either Santa Cruz, CA or Moss Landing, CA, at the discretion of the captain. The contractor shall provide U.S. Coast Guard approved survival suits for all crew members. The Government will provide survival suits and work vests for the scientific personnel. Adequate dry-accessible storage for all survival suits shall be provided. The Stability Report will be up to date A Category I 406 Mhz EPIRB (Emergency Position Indicating Radio Beacon) must be affixed to the exterior of the vessel in a manner approved by the U.S. Coast Guard.G. The contract will be for a total of 12 days at sea with no individual cruise to exceed 4 days and no day at sea shall be less than 18 hours from time of departure to time of return to the dock. The contract is for a year and may be renewed for up to two additional years at the government?s option.
